About this file
This is a Performance Work Statement (PWS) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to supply advanced dry suit systems and associated components for the 2d Reconnaissance Battalion (2d Recon), U.S. Marine Corps. The contract will establish a continuous, reliable supply chain for complete dry suit systems designed for thermal protection during reconnaissance diving operations in extreme cold and arctic aquatic environments. The five-year ordering period consists of one 12-month base period and four optional 12-month periods.
The contractor must provide complete dry suit systems featuring a loose-fitting, waterproof inner layer with breathable stretch-fabric tactical outer covering, available in sizes Medium through Extra-Large as core offerings, with Small and Double Extra-Large available upon request. Each system requires heavy-duty polyurethane dry entry zippers, interchangeable silicone neck and wrist seals, and low-profile inflation and exhaust valves compatible with SCUBA and MK25 USMC diving equipment. Systems must include multi-tiered thermal packages with thin mobility base layers and heavy-duty merino wool undergarments, plus accessories including neoprene hoods, protective gloves, dive boots, storage bags, and comprehensive field maintenance kits with spare parts and tools sufficient for three years of organizational-level maintenance. Additionally, the contractor must provide 23 individual ancillary line items (CLINs 0002-0023) available for independent procurement, including replacement seals, valves, zippers, undergarments, gloves, boots, and repair kits. All components must be fully compatible and interchangeable throughout the contract lifecycle. The contractor is responsible for quality assurance, logistics, transportation, delivery order fulfillment within agreed-upon lead times, and providing standard commercial warranties. The contract administrators are Sgt. Elijah D. Hillsgrove (910-451-1286) and SSgt David R. Bovee (910-451-1012).

Performance Work Statement for Dry Suits Systems
1.0. General
1.1. Description of Services/Introduction.
2d Reconnaissance Battalion (2d Recon) has recurring requirements for the supply of advanced dry suit systems with associated undergarments, maintenance parts, and specialized tools. These systems are critical to providing essential thermal protection against hypothermia during Marine Corps Reconnaissance diving operations in extreme cold and arctic aquatic environments. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract to a Contractor that can establish a continuous, reliable supply chain for complete dry suit systems in accordance with this Performance Work Statement (PWS).
1.2. Scope of Work and Objective.
The objective is to establish a reliable, continuous supply chain of complete dry suit systems and individual sustainment parts to maintain 2d Recon’s deployment readiness while optimizing lifecycle costs.
Under this IDIQ contract, the Government requires the flexibility to order:
· Complete Dry Suit Systems: Fully configured dry suit systems ready for immediate deployment in cold and arctic water environments.
· Individual Ancillary Parts and Components: Standalone replacement and sustainment items (including but not limited to the valves, seals, zippers, undergarments, and tools detailed in Section 3.0 of this PWS) to maintain, repair, and sustain existing systems.
The Contractor shall deliver these items in accordance with individual delivery orders. The Contractor is responsible for all logistics, quality assurance, and transportation required to support 2nd Recon’s dry suit requirement.
1.3. Ordering period
The ordering period for this IDIQ contract shall be for five (5) years, consisting of one (1) twelve-month base period and four (4) twelve-month option periods, if exercised by the government.
2.0. Tasks:
The Contractor shall provide all necessary personnel, materials, and services to deliver complete dry suit systems and individual ancillary components as specified in this performance work statement (PWS).
2.1. Requirements:
2.1.1 System Overview
The Contractor shall provide complete new dry suit systems (CLIN 0001). The dry suit system is designed as a loose-fitting shell featuring a waterproof inner layer covered by a durable, breathable stretch-fabric tactical outer layer to prevent user overheating while on the surface.
2.1.1.1. The contractor shall establish and maintain a process for receiving and fulfilling delivery orders.
2.1.1.2. Delivery orders for ancillary items (CLIN’s 0002-0023) are to be placed on a periodic basis with no minimum or maximum quantities.
2.1.1.3. The contractor shall deliver all ordered items within the agreed-upon lead time, commencing from the date of order placement.
2.1.2. Sizing and Fit
The Contractor shall provide a comprehensive range of drysuit sizes, with a primary focus on sizes from Medium to Extra-Large to ensure a proper fit for the majority of the operational user population. This core range includes, but is not limited to, sizes such as M, M+, ML, ML/T, L, L+, and XL/T. In addition to the core sizes, the Contractor shall make Small (S) and Double Extra-Large (XXL) sizes available.
Configuration and Hardware
Each dry suit must be equipped with the following high-durability hardware:
· A heavy-duty polyurethane dry entry zipper.
· Interchangeable, user-serviceable silicone neck and wrist seals.
· Dedicated, low-profile inflation and exhaust valves/ports compatible with SCUBA and MK25 USMC diving equipment.
2.1.3. Thermal Undergarments and Insulation
Each system must include a multi-tiered thermal package to ensure diver protection in extreme environments:
· Thin, high-mobility thermal base layers designed for maximum range of motion.
· A heavy-duty thermal merino wool undergarment for advanced cold-water immersion.
2.1.4. System Accessories and Supporting Kits
To ensure immediate operational capability and long-term sustainability, each complete dry suit system shall be delivered packaged with:
· A form-fitting neoprene hood, protective dive gloves, and durable dive boots.
· Durable bags for storage and transport.
· A comprehensive field maintenance kit containing all necessary specialized tools, spare parts, and adhesives to perform seal replacements and minor puncture repairs.
· A sustainment package of parts, spares, and tools sufficient to support three (3) years of continuous organizational-level maintenance.
2.1.5. Ancillary Components and Individual Parts Ordering
The Contractor shall provide individual, standalone ancillary parts, components, and accessories to support system sustainment, field repair, and configuration adjustments.
· Independent Ordering: All components, replacement parts, and accessories that comprise the complete drysuit system, including but not limited to undergarments, seals, valves, zippers, repair kits, and specialized tools detailed in Section 3.0 (Deliverables)—shall be available for individual procurement independent of a complete drysuit system.
· Periodic Unit Quantities: Ancillary Items (CLINs 0002–0023) will be procured based on periodic unit requirements. No minimum or maximum quantities are established or guaranteed for these line items.
· Compatibility: All individually ordered parts must be fully compatible with the drysuit systems.
· Order Fulfillment: The Contractor shall package, label, and ship individual parts in accordance with the logistics and delivery timelines specified in the individual Delivery Order (DO).
2.2. The Contractor guarantees that all components within a single dry suit system shall be fully compatible and interchangeable. Furthermore, all systems and components delivered throughout the life of this contract shall be fully compatible and interchangeable. The contractor is responsible for verifying this compatibility for all components to ensure seamless integration and functionality.
2.3. The Contractor shall implement and maintain a quality assurance program to ensure every dry suit system delivered is free of defects in materials and workmanship and performs according to the PWS requirements. The Government reserves the right to conduct inspections and testing on all deliverables.
2.4. The Contractor shall provide a standard warranty for dry suit systems in line with commercial practice.
3.0. Deliverables:
The Contractor shall be capable of providing the following items as discrete, orderable line items. The Government intends to issue delivery orders for any combination of complete Dry Suit Systems or individual replacement/sustainment components throughout the life of the contract. All individual components shall be fully compatible with the complete Dry Suit System (Item 0001) and meet all relevant performance specifications outlined in this PWS.
