FOR OFFICIAL USE ONLY

1. SCOPE

This specification defines the requirements for a family of components that provide data and power distribution for body worn devices. The goal of these components is to minimize complexity, reduce parts counts, reduce size, weight, cost, and reliably provide Soldiers and Marines with flexibility and ease for mission operations. This specification is written in conformance with MIL-STD-961E Change 1, Military Standard: Defense and Program-Unique Specifications Format and Content. Performance requirements are listed in Section 3 with the corresponding verification criteria in Section 4. Future devices or integration of capabilities would be addressed as needed to enable needed functionality. This could include embedding or having a PAN interface to a dongle for things like Intra-Soldier Wireless (ISW) or other capabilities. The Indefinite Delivery/Indefinite Quantity (IDIQ) contract could be updated to allow new models and upgrades to the NGH.

Background Nett Warrior (NW) is a Soldier worn system that supports the mission of the dismounted combat Leader. The End User Device (EUD) provides computer processing, data storage, user display, and navigation functions while operating as the Universal Serial Bus (USB) Host. The Next Generation Hub (NGH) facilitates data exchange between the EUD and other peripherals. The NGH also provides power distribution from a common power source. This concept is illustrated in Figure 1 below.

Figure 1 – NGH Interconnect Block Diagram Multiple NGH devices may be “daisy chained” to facilitate connection of additional equipment.

Figure 2 - Basic hubs connected Item Description

NGH

The NGH functions as a USB 2.0 hub for data communication among devices. It also distributes power from two power input ports to provide Person Area Network (PAN) power to connected devices.

VERIFICATION

General Information This section establishes the verification requirements to verify the Section 3 requirements. The verification methods shall be those shown in the Verification Cross Reference Matrix, TABLE VIII: Verification Methods Table, and as described in the associated paragraphs of this section.

Classification of Verification Classifications of Verifications are as follows:

· Production Qualification Test (PQT)

· Quality Surveillance Test

· Government Test (Developmental and Operational)

The SOW guidance shall cover whether the PQT is a first article sample, a first production item, or the number of test items. These documents shall also include specific instructions regarding arrangements for examinations, approval of first article test results, and disposition of first articles.

Methods of Verification Verification methods are provided in the table below.

TABLE VIII: Verification Methods Table

Method
Description
Analysis
Involves a technical evaluation of design information such as equations, charts, graphs, drawings, schematics, and other data. If actual tests were conducted for a related or unrelated purpose, and utilization of these data will prove that requirement has been met, it should be considered “analysis”. Analysis methods include the use of modeling and simulation with a government-accredited model.
Demonstration
Observable functional operation, under controlled conditions not requiring subsequent analysis of data, is used to verify that a given requirement is met.
Examination
An element of verification and inspection consisting of investigation, without the use of special laboratory appliances or procedures, of items to determine conformance to those specified requirements which can be determined by such investigations. Examination is generally nondestructive, and typically includes the use of sight, hearing, smell, touch, and taste; simple physical manipulation; mechanical and electrical gauging and measurement; and other forms of investigation.
Test
Involves observation or recording of data during operation of an item. Where “test” is the designated verification method, it is understood that some degree of analysis is inherent in the verification process and need not be so identified on the verification cross-reference matrix.

Basis for Verification The failure of any assembly, device, component, or test specimen to meet any of the verification criteria shall be cause for rejection. The Government may issue a waiver to accept products “as is” or terminate verification activities upon any failure to meet any of the requirements. The NGH is expected to meet all verifications as noted in TABLE IX.

Functionality Verifications Mobility Size Measure the physical dimensions of each component. Verify that the dimensions do not exceed the Section 3.2.1.1 size requirements as defined in TABLE II by more than 5%. Verify that all physical dimensions include any protrusions from connection plug(s). Measure the distance of each pigtail from the chassis junction to the end of the connector. The “pigtail” length should not be greater 7 inches (+/- 5%).

If pigtail cables are present, verify that they are capable of allowing bends as defined in 3.2.1.1. For each pigtail, bend the cable 180 degrees. Inspect the cable and verify that there is no damage to the insulation or shielding. Verify that the NGH continues to operate normally following completion of the test.

If pigtail cables are present, verify they are capable of withstanding pull force requirements defined in 3.2.1.1. Apply a 100 lbs. pull force between the cable and the chassis junction. Verify that the NGH is not damaged as a result of the force applied. Verify that the NGH continues to operate normally following completion of test.

Weight Weigh each of the components and verify that the weight of each item does not exceed the threshold limits provided in TABLE III.

Comfort Verify through demonstration on the Warfighter, that the NGH components fit the 5th and 95th percentile. Ensure that the system as configured by a Warfighter allows for military mounted and dismounted operations. Demonstrate that the NGH, when installed and operated, does not cause pain or discomfort to a user from pressure points, gouging, pinching, chaffing, hot spots, or excessive heat build-up during a 10 kilometer road march, performing individual movement techniques, climbing a 5-foot high wall, and while prone, kneeling, sitting, or standing.

Weight Distribution Verify through demonstration that the NGH components are capable of being mounted to, and removed from, the Small, Medium, Large, XXX Large sizes of the Tactical Vest, IOTV, Interceptor Body Armor (IBA), Plate Carrier, and MSV without special tools, training or permanent modification. Note NW “C” Series cables may be extended by daisy chaining additional “C” Series cables as necessary. Verify the NGH configured components can be moved to different areas of the load-carrying equipment without reducing required component accessibility, the ability to conduct individual movement techniques or other mission-related tasks, and Cheek-to-Stock requirements. The extent of NGH component movement is limited only by:

1) Available space on the load carrying equipment after attachment of warfighter essential items (e.g., M4 magazines, water canteen, grenades) and

2) Required physical connectivity constraints between NGH components (e.g., cable length) and other equipment being connected to the NGH.

3) Vehicle entry, seating, and egress shall be performed in a standard vehicle such as the STRYKER or MRAP to demonstrate and…
