About this file

This is a Statement of Work (SOW) for the maintenance and repair of HVAC systems at a NOAA facility located at 726 S. Kihei Rd, Kihei, Hawaii, which houses the Hawaiian Islands Humpback Whale National Marine Sanctuary offices.

The project encompasses two primary contract line items (CLINs). CLIN001 requires the disassembly and disposal of the existing ducted split air conditioning system serving the Learning Center (LC) offices, followed by the installation of two Bosch BOVA-60RXB-M15S/BIVA-48RXB-M15X 4-ton, 15 SEER ducted split AC systems or equivalents. The new system must service the LC side offices, IT server room, and storage room to achieve OSHA compliance, including new ductwork installation for the storage room with mitigation measures for sand intrusion from northerly trade winds. The contractor must also provide post-installation monitoring to ensure consistent operation. All materials, labor, shipping, and work necessary for operational and OSHA-compliant occupancy are included. CLIN002 requires the installation of a new OEM replacement compressor for the upstairs Visitor Center offices' existing Carrier DX system (units 38AUZA07 and 40RUAA07) located on the north side of the property. Tasks include refrigerant recovery, compressor installation, liquid line drier replacement, system evacuation, proper refrigerant charging, and startup testing to manufacturer standards, including all materials, labor, and shipping.

The facility consists of three buildings on approximately 1.3 acres: the Visitor Center (2,071 sq ft, built 1942), the Learning Center (6,640 sq ft, built 2008), and a Classroom Building. Regular office hours are 7:30 AM to 3:30 PM Monday through Friday, excluding Federal holidays. Work areas must be closed to the public, while offices and the Visitor Center must remain accessible and hazard-free. Technicians require site staff escort. No IT security accreditation requirements apply, and contractors will not access government computers, IT systems, or non-public information. The on-site contact for facility assessments is Shelly Rofrits, NOAA Facilities Coordinator, at 808-264-3043 or shellyann.rofrits@noaa.gov.

Statement of Work

Maintenance of Site (VC and LC offices HVAC Repair and Replacement) Hawaiian Islands Humpback Whale (HIHW)

National Marine Sanctuary

SUMMARY

The NOAA Facility located at 726 S. Kihei Rd, Kihei, Hawaii on the island of Maui currently has three buildings on approximately 1.3 acres of property. The three buildings consist of the Visitor Center (VC), Learning Center (LC), and Classroom Building (CB). These facilities house various HVAC (air condition) systems. This project requires the replacement and repair of HVAC systems to ensure safety, proper ventilation, and OSHA-compliant workspaces.

SCOPE OF WORK

Time and materials are required to replace and repair the designated HVAC systems and reestablish functionality.

1. Material and Service Needed

The contractor shall provide the following materials and services:

CLIN001:

● Disassemble and dispose of the existing ducted split air conditioning system for the LC offices.

● Provide and install two (2) Bosch BOVA-60RXB-M15S / BIVA-48RXB-M15X, 4 ton, 15 SEER ducted split AC systems, or equivalent, connecting to existing infrastructure.

● Service areas must include LC side offices, IT server room, and storage room to ensure they are suitable for an OSHA-compliant office.

● Provide ductwork installation for the storage room connected to the new system.

● Any new ductwork or supply/exhaust installation must be cognizant of and mitigate for, northerly trade winds that lead to sand intrusion into systems.

● Post installation monitoring of the system to ensure consistent operation.

● CLIN includes materials, labor, shipping, and all necessary work for the new system to be operational and OSHA-compliant for occupancy.

CLIN001: Existing Floor Plan of LC offices that the new HVAC system must cover. The HVAC system will cover all interior spaces except the restrooms (RRs) and janitor closet (JAN).

Access to the existing system is through the women’s restroom overhead.

CLIN001: Current “Mr. Cool” residential system in the IT server room (in floor plan as files/stg) that does not adequately cool the space. The space consistently runs at 80 degrees fahrenheit compared to the ~60s temperature set on the unit.

CLIN001: Storage room space to be converted into office space.

CLIN001: Access to the LC office units is through an overhead access in the women’s restroom. The hatch is 30x30”. A 10’ ladder may be required to access the overhead access.

CLIN001: Current Skymark unit in LC office women’s restroom overhead. The current system is a Skymark AC036 that services the LC offices with the exception of the IT/server room, storage room, janitor’s closet, and restrooms.

CLIN001: Existing ductwork in the overhead of the Learning Center office to be used with new system replacement. Additional ductwork routing is required to the Storage Room for office conversion.

CLIN002:

● Provide installation of a new compressor and disposal of the old compressor and corresponding parts for the upstairs VC offices Carrier DX system located external of the VC on the north side of the property.

● Tasks include providing an OEM replacement compressor (or equal), recovering the refrigerant, installing the new compressor, replacing the liquid line drier, evacuating the system, weighing in the factory-specific refrigerant charge, and starting up and testing the system's operation.

● This CLIN includes materials, labor, shipping, and all necessary work for the Carrier system to be operational to manufacturer standards.

CLIN002: VC Upstairs Offices Carrier System North of the Visitor Center. The existing system is a Carrier DX system comprised of two units 38AUZA07 and 40RUAA07 in VC.

CLIN002: Closeup of the Carrier system that requires a compressor replacement.

2. Facility Information

● The Learning Center (LC) is a 6,640 sq ft building built in 2008. The Visitor Center (VC) is a 2,071 sq ft building built in 1942.
