About this file
This is a Single Source Justification document for a contract award under the simplified acquisition threshold. The Department of State's Overseas Post in Praia seeks to procure a drone for construction monitoring of the New Embassy Compound (NEC) project, with an estimated value of $32,000.00 for the entire period of performance, including options. The requirement specifies a non-Chinese manufactured drone with high-performance capabilities including the ability to fly repeatable flight paths, provide high-resolution photographic and video documentation, and deliver enterprise-grade reliability and accuracy for consistent use. The Office of Overseas Buildings Operations (OBO) will use the drone for project monitoring, quality assurance, financial review, and oversight of the NEC project.
The Contracting Officer has determined that only one source is reasonably available based on brand-name authority under FAR 13.106-1(b)(1). The justification explains that U.S. Government Agencies may only purchase drones and Unmanned Aircraft Systems (UAS) that have been tested, certified, and granted "Authority to Operate" (ATO) by the Department of War's "Blue List," with only "Blue UAS Select" systems approved for non-DoD agencies. From the approved list, only two UAS meet the agency's requirements, and of those two, only one has been adopted by the Department of State's Bureau of International Narcotics and Law Enforcement (INL) as the system of choice with maintenance, training, and support agreements in place. The proposed contractor is Atlantic Diving Supply/Skydio. The Contracting Officer has determined the anticipated cost to the Government is fair and reasonable. The document was signed by Dylan Sauer, Deputy Project Director/Construction Manager for OBO, and Leslie Bowser, Contracting Officer for GSO/Contracting, on 03/20/26.

U.S. Government Agencies may only purchase drones and Unmanned Aircraft Systems (UAS) that have been tested, certified, and given and “Authority to Operate” (ATO). These approved UAS are listed on the Department of War’s (DoW) “Blue List” (https://bluelist.appsplatformportals.us/UAS-Cleared-List/) and only those listed as “Blue UAS Select” have been granted ATOs for non-DoW agencies. From this list only two UAS meet our requirements, and of those two, only one has been adopted by the Department of State’s Bureau of International Narcotics and Law Enforcement (INL) as the UAS of choice and has maintenance, training, and support agreements in place. INL has been designated the lead Bureau within the Department for UAS procurement and testing.
