About this file

This document is a Statement of Work for Architect/Engineer (A/E) services to extend and repair steam heat utilities and correct deficiencies in Building 145 at the Jonathan M. Wainwright Memorial VA Medical Center in Walla Walla, Washington.

The key requirements are to: 1) Design a steam transportation system connecting the existing primary loop with appropriate buildings, replacing independent boilers with heat exchangers, and utilizing the centralized steam generation plant for building heat and domestic hot water; and 2) Upgrade the HVAC system in Building 145 to function properly, as the room temperatures are 7-10 degrees below set point in the winter and multiple components frequently require manual reset. The project has a construction cost limit of $8,054,000. The A/E is required to provide design submittals at various completion stages, construction cost estimates, and construction phase services. The period of performance is 360 calendar days after award.

ARCHITECT / ENGINEER

Statement of Work

Facility: Jonathan M. Wainwright Memorial VA Medical Center Project Name: A/E Services, Extend and Repair Steam Heat Utilities and Correct B145 Deficiencies Project Number: 687-24-104 Date: 02/29/2024

Place of Performance Walla Walla Campus 77 Wainwright Dr.

Walla Walla, WA 99362

PROJECT BACKGROUND:

The Walla Walla Veterans Administration Medical Center (WWVA) has a newly renovated centralized steam generation plant and seeks to utilize this steam in additional buildings.

The campus steam and condensate distribution loop was replaced in 2013, except for the piping from the loop to the buildings. Three buildings were constructed in 2011, all utilizing decentralized low pressure boiler systems for hydronic heating. When these buildings were planned , it was thought that the steam generation plant would be decommissioned.

Since then, plans have changed; now the campus is out of compliance with VHA Directive 1810 Boiler and Boiler Plant Operations. In addition, the branch lines connecting the primary steam loop with the individual buildings are failing in many areas and require replacement.

WWVA also Specialty Care Clinic (B145) with several deficiencies that prevent the building from functioning properly. This project will upgrade HVAC system to function properly.

1.0 OVERVIEW

Provide Architect/Engineer professional services to include Schematic Documents, Design Development Documents, and Construction Documents. Work included in these deliverables is preliminary concept and program development, investigative services, design narratives/analysis, planning consultations and visits, design work, calculations, preparation of contract drawings and specifications, sample boards, preparation of cost estimates, construction period services, site visits.

2.0 SCOPE OF WORK:

Extend and Repair Steam Heat Utilities:

Design a steam transportation system connecting the existing primary loop with the appropriate buildings, replacing independent boilers with heat exchangers, utilizing our centralized steam generation plant for both building heat and domestic hot water.

Correct B145 Deficiencies:

Specifically, this project will upgrade Building 145 HVAC system to function properly.

Room temperatures in the wintertime are 7- 10 degrees below set point and multiple components frequently require manual reset. Numerous items affecting the fire sprinkler system, fire and smoke partitions, missing drains, and others, require correction.

SPECIFIC TASKS:

Correct B145 Deficiencies
