About this file

This document is a Request for Qualifications (RFQ) for Architectural and Engineering (A/E) Services for a Consolidated Forensic Facility to be located in Marianna, Florida. The facility will be managed by the Florida Agency for Persons with Disabilities and is expected to be approximately 305,000 square feet. A site visit is not available, but a study has been prepared that will be made available to the shortlisted firms. The project will be delivered using the Construction Manager at Risk (CMAR) method, and the total project cost is expected to be around $200,000,000. There are no disadvantaged business participation goals for the project, and the current workload requirement refers to the respondents' firmwide workload. The facility will serve adult forensic patients and will not include any justice spaces such as courtrooms or holding cells.

Respondents should include all aspects of designing the facility that the firm offers, including any required sub-consultants or sub-contractors. There is no page limit for the submissions, and the latest GSA Standard Form 330 (Rev. 7/2021) should be used. The contract to be used for this project is not specified, but respondents should be aware of the certification requirement regarding the use of federally appropriated funds to influence government officials.

Please use the latest GSA form available.

Tab 2 – In section 3. “Services to be Provided” – is it OK if we need to add or edit the line items to better reflect our team. Example: We have more than one consultant/engineer that fits in the “other” category, can we add or edit the Services Offered to better reflect our team?

This is acceptable.

Tab 3 – Regarding “Project listing of relevant experience (including name of Client and Contractor with telephone numbers and e-mail addresses)” Because our relevant project experience would be related to our A/E design team (not a Contractor) – can you please define what is meant by “Contractor”? Do you want telephone numbers and email addresses for both past Clients AND “Contractors”?

Yes.

7 Tab 6 – Is it acceptable to use the GSA SF 330 that was Revised 7/2021?
