About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for a sole-source bridge contract.

The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services (MA-66), seeks to award a sole-source bridge contract to Olgoonik Solutions, LLC for continued Technical, Training, Administrative, Analytical, Inspection, and Equipment Support Services to the Office of Environment, Health, Safety and Security (EHSS), Office of Technical Security. The contract supports Technical Security and Signals Countermeasures (TSSC) and Technical Surveillance Countermeasures (TSCM) operations to protect national security assets. Specific services include conducting physical, electromagnetic, and visual sweeps of Secure Compartmented Information Facilities (SCIFs); providing specialized TSCM training and security awareness education; maintaining logs and documentation; and managing calibration and inventory of specialized TSCM equipment. The bridge contract is designed to prevent service lapses while a competitive procurement for a long-term follow-on contract is finalized. The Performance Work Statement (PWS) is being revised, and the competitive award is projected for a date currently redacted. The bridge period consists of a 6-month base period beginning November 3, 2026, plus two 3-month option periods and a 6-month extension option under FAR 52.217-8. The total government estimate is redacted. The justification cites FAR 6.103-1 and 41 U.S.C. Section 3304(a)(1) as authority for the sole-source award, arguing that only Olgoonik possesses the existing cleared personnel with TS/SCI polygraph clearances, Interagency Training Center (ITC) certified technicians, proprietary baseline electromagnetic signatures of DOE facilities developed over years of performance, established vendor relationships for specialized equipment, and immediate infrastructure required to maintain uninterrupted operations without the 90-day transition period a new contractor would require. Market research identified other TSCM vendors capable of general services but confirmed none can deploy cleared personnel immediately or access facility-specific historical technical data without operational disruption. The Contracting Officer will ensure pricing is fair and reasonable using the established rates from the current contract as a baseline and will prepare an Independent Government Cost Estimate (IGCE).

Text version

The requirement is for highly specialized, critical TSSC/TSCM services to protect national security assets which span several core areas, specifically:

Technical & Inspection Services: Conducting physical, electromagnetic, and visual sweeps of Secure Compartmented Information Facilities (SCIFs) and restricted government spaces to detect and neutralize illicit surveillance devices.

Training Services: Providing specialized TSCM training and security awareness education.

Administrative & Analytical Services: Maintaining logs, documenting technical findings, managing reporting, and evaluating physical and technical security postures against evolving threat vectors.

Equipment Support Services: Upkeep, inventory management, calibration, and troubleshooting of specialized, highly sensitive TSCM equipment.

These highly specialized services, as mentioned above, are mission-critical, and a temporary bridge contract is required to prevent a severe break in service

This action is critical to ensure the seamless continuation of essential TSSC/TSCM services beyond November 2, 2026. This prevents any lapse in vital services that directly uphold DOE’s mission, long-term goals, and national security. A disruption in these services would significantly increase the risk of espionage, sabotage, and other malicious activities, directly threatening national security and potentially compromising critical energy infrastructure. This action will directly support DOE’s strategic investment in maintaining the integrity and security of DOE’s operations, sensitive information, and its core national security mission.

Background and Recompete Delay:

o Initial market research for the follow-on, acquisition was successfully completed in May 2025.

o Following the completion of market research, the acquisition strategy underwent several organizational and strategic shifts to better align with the agency’s updated mission requirements and long-term goals. These changes in strategy required revising the procurement package, refining the Performance Work Statement (PWS), and modifying the evaluation criteria multiple times, which significantly compressed the procurement schedule.

o The original acquisition milestone targeted award of the contract by April 2026.

o The delays experienced were a direct result of necessary and unavoidable strategic course corrections, not a lack of foresight or advance planning. The competitive procurement remains active and in progress, with a projected award date of . The use of noncompetitive procedures is therefore being sought solely as a bridge measure to ensure continuity of

Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements -- FAR RFO 6.103-1.

The DOE currently utilizes Olgoonik Solutions, LLC to provide the required services for the Office of Technical Security. These services currently in progress must continue beyond November 2, 2026, uninterrupted. Therefore, awarding a sole source contract to Olgoonik represents the only approach capable of maintaining uninterrupted performance within the required schedule to safeguard national security and prevent an unacceptable interruption of mission-essential operations to the agency’s security posture. Moreover, Olgoonik is uniquely suited to provide the type of services being provided at the current level of knowledge and expertise. This determination is based on the following factors:

Critical National Security Risk and Unacceptable Delays: TSCM operations are inherently specialized and serve as a primary defense against espionage and technical compromises of government facilities. Olgoonik currently possesses the active, fully cleared personnel (TS/SCI with polygraphs), Interagency Training Center (ITC) certified technicians, and specialized tooling necessary to execute the mission. A lapse in these services, even for a single day, would immediately compromise the Agency’s ability to clear secure spaces, effectively halting high-level classified meetings and daily operations. This lapse in service would result in unacceptable delays in fulfilling the agency’s requirements.

Proprietary and Specialized Operational Knowledge: Olgoonik has developed specialized analytical baselines of the radio frequency and electromagnetic signatures of the Agency’s specific physical facilities over years of performance. A new contractor would lack these specific baseline profiles and historical technical data, severely degrading the accuracy and effectiveness of technical sweeps during the bridge phase.

Equipment Calibration and Asset Management Continuity: The equipment support services require deep familiarity with highly sensitive, calibrated TSCM hardware and software suites. Olgoonik possesses the immediate infrastructure, established vendor relationships, and certified technical staff required to maintain, calibrate, and deploy these assets without operational interruption.

Know-how in Corporate Experience: Olgoonik has corporate experience that is rooted in over two decades of successfully supporting national security programs that demand technical precision, policy fluency, and discretion in some of the U.S. government’s most sensitive operating environments.

Olgoonik has a proven track record which includes leading and executing complex technical security support efforts for the Departments of Energy, Defense, and State providing robust and precise approaches for delivering comprehensive capabilities. Olgoonik also has the required corporate experience, staffing/recruiting capability, and past performance to manage a contract of this size, scope, and complexity.

In addition, Olgoonik prioritizes these areas critical for delivering value to the EHSS while the recompete process proceeds:
