About this file
This Statement of Work (SOW) details the Federal Energy Regulatory Commission's (FERC) Office of Electric Reliability (OER) requirement for a web-based dynamic application to monitor electric system frequency, voltage, and phase angle measurements. The contractor must establish a network of at least 250 Frequency Data Recorders collecting PMU data at 10 samples per second across the continental US power grid, with capabilities to rapidly analyze and visualize power system disturbances in near real-time.
Key technical requirements include providing comprehensive data representations (values, tables, charts, graphics, trends, maps), triggering disturbance detection based on frequency change thresholds, sending near real-time email notifications about power grid events, and supporting advanced analysis capabilities such as event location triangulation, grid instability prediction, and post-disturbance scenario reconstruction. The contract will run from August 1, 2025 to July 31, 2030, with annual renewal options, and will provide password-protected access to a web-based platform for FERC staff to monitor and analyze power system reliability metrics.

Statement of Work (SOW) for a Dynamic, Electric System Frequency, Voltage and Phase Angle Monitoring Tool
Background
The Office of Electric Reliability (OER) has a need for a real-time, or near real-time application to monitor the dynamic behaviors of the electric system through frequency, voltage, and phase angle measurements, accurately and on a wide-area basis. These measurements can then be used by FERC staff for situational awareness capabilities and the Commission’s Strategic Plan metrics related to reliability and to study various power system phenomena.
OER provides independent reliability oversight and engineering analysis on electric reliability incidents and disturbances while maintaining bulk power system situational awareness. The Division of Engineering and Logistics Reliability Monitoring Center staff provides situational awareness, monitoring and reporting as events occur, while the Division of Operations and Planning Standards in OER provides power system event analysis for compliance with relevant Commission-approved reliability standards, and reliability performance through various applications and tools.
Scope In accordance with agency objectives and Mission Essential Functions, OER has a need to procure a real-time (or near real-time) dynamic, power angle measurement application service to monitor the electric system frequency, voltage, and phase angle measurements, accurately such as may be obtained via reports from FNET’s Phasor Measurement Unit data collection on an Interconnection or wide-area basis to meet the agency's needs. The requirement to perform the electric system reliability monitoring function was created in response to recommendations provided in the Final Report on the August 14, 2003 Blackout in the United States and Canada, 20041 and is identified as one of the major areas of responsibilities for the Office of Electric Reliability.
Objectives The Division of Engineering and Logistics Reliability Monitoring Center staff monitors and tracks power system events and performance as events occur, through various applications and tools. Real-time, dynamic, power angle measurements can be used to assess the stress the electric grid may be experiencing and offers an indication of the stability or instability of the system. Staff provides independent engineering analysis on electric incidents and disturbances that occur on the bulk power system. Without real-time situational awareness, staff would be unable to adequately inform the Chairman, Commissioner(s), and various Program Offices when incidents disrupt the nation’s bulk power system, affect significant parts of the nation, and require an independent analysis.
The Division of Operations and Planning Standards within OER provides event analysis for the Commission’s Strategic Plan metrics related to reliability; staff monitors and

Tasks The Contractor shall provide a web-based, dynamic application or service that provides the following capabilities for OER staff:
• Collection of Phasor Measurement Unit (PMU) data to measure the voltage, frequency and phase angle at buses within the continental US power system.
• PMU data shall utilize global positioning system (GPS) location information to provide a timestamp and location for each measurement to allow OER staff to accurately compare such data.
• PMU data shall be networked through frequency disturbance recorders to create a wide-area monitoring network to rapidly sample continuous digital signals of instantaneous phase angles of the voltage signal and shall be presented in a manner that provides both granular and comprehensive data and representations to inform the end-user, such as values, tables, charts, graphics, trends, maps, video format, etc.
• At a minimum, the Contractor shall have established a network of 250 Frequency Data Recorders to collect PMU data at a rate of at least 10 samples per second, installed in the continental US power grid to transmit phasor data and maintain sufficient computer server capabilities (such as through a multi-layer data management system or several dedicated servers including back-up server) to perform near real-time analysis of the data.
• The Contractor shall identify the rate of frequency change as an indicator of power system disturbance and if frequency change exceeds the Contractor defined threshold, then disturbance detection will be triggered. This disturbance represents the types of power system Events to monitor and record, such as through generator or line trips and load shedding or through voltage, phase angle or frequency oscillations.
• The Contractor shall also provide email notification in a near real-time environment to notify staff of any power grid events such as: event size (MW) and location information, including Reliability Coordinator Region identified, whenever possible, along with event data plots and data related to major disturbances such as generator or line trips and load shedding, as well as to provide insight into local mode or inter-area oscillations.
In addition, the application shall provide adequate levels of data to allow for near real-time or off-line analysis capabilities such as:
• Event detection and location – frequency, voltage, angle perturbations, electrical islanding, significant loss of load and similar measures such as Event location triangulation and estimation of event size;
• Visualization – graphic representation of Wide-area frequency and angle perturbations data and the ability to replay events through animation;
• Prediction of grid instability and blackouts, including detection of system breakup or islanding conditions;
• Event location triangulation and estimation of event size;
• On-line activity and generator or line trip detection, as well as Oscillation detection;
• Inter-area oscillation local or modal analysis through adequate data to perform post-disturbance scenario reconstruction.
Delivery The Contractor shall deliver a service that provides the above described information in a web-based application. In addition, the Contractor shall provide real-time, or near real-time (as appropriate) data and information to allow the end user to access, monitor and use the data in near real-time for analysis purposes, as well as to provide email notifications as events occur. The delivery of the applications will begin on 8/1/2025 and will continue for a period of five years. Access to the application will be based on emails delivered to a FERC provided list of recipients with the following format (user.name@ferc.gov). In addition, password protected access to the Contractor’s website is requested to obtain more detailed data.
Government-Furnished Property As this Statement of Work anticipates the Contractor to have this application or service established, the government has not identified a need for government-furnished property and will not furnish property to the Contractor to perform these services under this Statement of Work.
Security Requirements Password protected access to the Contractor’s website is required to obtain more detailed data.
Place of Performance Performance will be at the contractor’s facility.
Period of Performance The period of performance will begin on 8/1/2025 and conclude on 7/31/2030. An option to renew will be conducted each year on August 1st.
