To support the mission of FERC, the Chief Information Officer (CIO) requires information technology advisory services and projects services. The services comprise various technology studies, analyses, policy and acquisition package artifact development and other special projects that generally pertain to technology and information and information resources management.
2. BACKGROUND
FERC has realized a need to procure advisory services to help assess or achieve business objectives that are supported by technology. As technologies are advancing or being invented at a rapid pace, FERC will be investing in technology upgrades to support business needs as well as growth in technical capacity and capability.
FERC will be replacing out-of-life hardware and software and is undertaking initiatives such as infrastructure assessments, cloud computing, mobility, and disaster recovery planning. New initiatives such as application modernization, cloud computing, mobility and big data also drive the need to update the FERC IT Strategic Plan and related policies. Services required may include but are not limited to Business Process Mapping (BPM) services, performing alternatives analysis resulting in recommendations for procuring hardware, software and services required to meet FERC's specific requirements, Capital Planning Investment and Control (CPIC) support, regulatory compliance support services, IT Strategic Plan development, disaster recovery planning and cost estimates. Services may also include Assessment and Authorization (A&A) of systems, Network Security Operations (Incident Response, Vulnerability Management, Cyber Event Monitoring, and Malware Analysis), Security Architecture and Engineering, FISMA Compliance, and Plan of Action & Milestone (POA&M} management.
FERC will issue Task Orders against this Blanket Purchase Agreement (BPA) for various technical studies, analysis, and projects of an IT advisory or IT project nature.
3. OBJECTIVE
CIO will conduct technical studies, analysis, and various projects. FERC will acquire the services of a vendor that can manage and deliver quantitative and qualitative technical studies and analysis, that can produce recommendations and deliverables that are timely, accurate, current and cost-effective assessments, and that can conduct and implement various special projects such as requirements gathering in support of FERC's IT goals.
Weekly status reports and proposed actions for CIO as stated in the BPA Contract will also be required.
4. DELIVERABLES

Statement of Work
Purpose
This Statement of Objectives (SOO) describes the need for and the utilization of the ASTM standards. The ASTM standards are utilized by D2SI during their review of project submittals for construction and design and for providing guidance to licensees.
Scope/Mission
As a result of access to ASTM standards, D2SI personnel will be able to review licensee submittals and check that their test practices are following ASTM standards and that the products that they have included are appropriate based on ASTM standards. Personnel can also check the ASTM standard website for additional standards that may apply to the work proposed by the licensee.
Additionally, the Commission's Engineering Guidelines cite several ASTM standards. Routinely ASTM International reviews the standards and provides updates. We need access to review the updates and to ensure that our Guidelines are appropriate based on the current standard.
Period/Place of Performance
The Place of Performance is the computers of D2SI personnel. The period of performance is one base year with 4 option years
BY - June 1 2024 – May 31, 2025 OY1 - June 1, 2025 – May 31, 2026 OY2 – June 1,2026 – May 31,2027 OY3 – June 1 2027 – May 31 ,2028 OY4 – June 1 2028 – May 31, 2029 Background
The mission of the Commission's Division of Dam Safety and Inspections (D2SI) is to protect life, health, property and the environment around the hydroelectric projects within its jurisdiction.
This is carried out through review and evaluation of submittals from our licensees. D2SI regulates over 1,600 non-federally owned hydropower projects which includes over 2,500 dams.
D2SI is focused on the performance of its regulated structures (e.g., dams, powerhouses, water conveyance systems, etc.) during construction and operation. Our projects are responsible for protecting life, health or property. To ensure that the licensees meet their responsibilities the Commission provides guidance with the Engineering Guidelines and require periodic reviews of each project. As a result of the reviews remediation is sometimes required. Remediation often involves design for the structural fix as well as construction. The ASTM standards provide a way to ensure product quality during construction.
Performance Objectives
The required result of this procurement is for D2SI personnel to have access to ASTM standards relating to the construction and operation of dams and their appurtenant structures.
The standards provide the following information to personnel:
• Test methods
• Material specifications.
• State of the practice
• Classifications
• Terminology Operating Constraints
• The ASTM standards are public information for those with access. There are no operating constraints for obtaining the standard pdf files.
