About this file
This document contains Evaluation Criteria for the Operational Services Division (OSD) for Animal Control Officer (ACO) Trainers for Fiscal Year 2026, specifically detailing requirements for Continuing Education Trainers and Mass Animal Fund Core Trainers. The document outlines that trainers will provide continuing education courses, either in-person or virtually, to animal control officers and support staff, with courses covering Core Competencies for Officers in Massachusetts. Trainers must work with the Department's Program Coordinator to determine course costs, maximum attendees, and promote their partnership with the Fund across various media platforms.
The solicitation encourages Small Business Procurement Program (SBPP) participants to respond, with those meeting best value criteria potentially being awarded the contract. Contractors must submit responsive proposals meeting all submission requirements and will be evaluated, scored, and ranked by an evaluation team. To be eligible for the Qualified Contractors List, applicants must demonstrate the ability to perform services satisfactorily, be in good standing with the Department, and have completed all necessary trainings. While all businesses may submit responses, SBPP participants are given preference, and additional information may be requested during the evaluation process.
