About this file

This document comprises procurement portal instructions issued by the City of Charlotte for submission of proposals to the City's Bonfire Hub procurement system. The City of Charlotte is seeking a North Carolina Alarm Systems Licensing Board certified company to provide a License Plate Recognition (LPR) system for the Charlotte-Mecklenburg Police Department (CMPD). The project involves replacing the City's existing LPR system with a new, state-of-the-art solution that offers improved accuracy, performance, and integration capabilities. The selected company shall furnish all required labor, tools, equipment, and technical expertise to obtain and manage permits, install and configure the System including all associated hardware, software, cloud storage, mobile broadband connections, network integration, and device management. The System must include a centralized management platform, robust data retention features, real-time alerting, vehicle analytics, and compatibility with CMPD and third-party law enforcement databases. User training, system validation, and maintenance are included in the scope. All solicitation questions must be submitted electronically through the Vendor Discussions section on the Bonfire portal at https://charlottenc.bonfirehub.com, and all proposals must be uploaded, submitted, and finalized prior to the posted due date.

The procurement portal accepts submissions via Microsoft Edge, Google Chrome, or Mozilla Firefox with Javascript and browser cookies enabled. The City strongly recommends vendors allow sufficient time, ideally one week prior to the deadline, to upload documents and finalize submissions. The selected company must hold a valid license issued by the North Carolina Alarm Systems Licensing Board by or before contract execution and maintain the license through the entire contract term. The Company and System must comply with all federal, state, and local laws, regulations, and ordinances applicable to its activities and obligations, including privacy and security standards, and allow the CMPD to maintain full control over its data and access. Technical support for the Bonfire portal is available through Bonfire's help forum at https://vendorsupport.gobonfire.com/hc/en-us, via email at Support@GoBonfire.com, or by telephone at 1-800-354-8010.
