About this file

This is a Justification for Sole Source Procurement document submitted by the Centers for Disease Control and Prevention (CDC), specifically the National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Adolescent and School Health (DASH).

The CDC seeks to procure a sole source acquisition from Elsevier Inc. for the publication of a Journal of Adolescent Health supplement at an estimated cost of $40,000.00 under Procurement Request Number 000HCLL1-2026-99194. The requirement is not available on the GSA Schedule. The justification is based on FAR 12.102, citing that only one source is available, specifically a brand-name product or service being required without allowing equal products. Elsevier is the exclusive publisher of the Journal of Adolescent Health, a premier scientific journal in adolescent health with a multidisciplinary audience including public health, education, and healthcare professionals. The journal is top-ranked in pediatrics, public and occupational health, and developmental psychology according to Journal Citation Reports 2025, with an impact factor of 3.957. As Elsevier is the sole entity capable of producing and publishing a Journal of Adolescent Health supplement, the program office determined that competitive procedures are not feasible. Both the Program Specialist (Toni Fleming) and Contracting Officer (Sheena Delaine) have certified the justification as accurate and adequate to support the non-competitive acquisition.

It is a top-ranked journal in pediatrics; public, environmental, and occupational health; and developmental psychology according to Journal Citation Reports 2025. It’s impact factor is 3.957, indicative of it’s extensive reach and influence. Elsevier is the exclusive publisher of Journal of Adolescent Health and the only vendor who is capable of publishing a JAH supplement.

3. Facts supporting sole source procurement: What can this product/service do that other products/services cannot do? Include description of other products/services considered and why they did not meet the need.

The program office conducted a search to identify the publisher of Journal of Adolescent Health.

Elsevier is the only publisher who can produce this journal.
