Section I: Funding Opportunity Description

The scope of the proposed Sikes Act cooperative agreement is for a selected Non-Federal Entity (NFE) to conduct a survey for the Rattlesnake Master Borer Moth at Fort Leonard Wood military installation. Tasks will include assessing pre-determined areas around the base that contain the rattlesnake master host plant used exclusively by the target moth species, mapping with a draft report of findings, identifying the species range on the base, calculating the species density in the project areas, identifying rattlesnake master plant management on the base including pests and burn practices, review conservation goals on the base for the borer moth and rattlesnake master plant and identifying competing species both native and invasive and potential conservation practices. The objectives of the technical assistance are to: (1) protect military lands and waters which sustain the military mission; and (2) to protect environmentally sensitive areas such as endangered species habitats, floodplains, water resources, watersheds, riparian zones and natural areas.

In order to meet these objectives, a selected NFE will provide survey results, habitat analysis and research in a National Environmental Policy Act framework, assist in field investigations for conservation and for the protection and management of natural resources. All activities/reports/deliverables accepted under this agreement will support the enhancement of natural resources and environmental conditions on the installation, which benefits extend into the regional watersheds and neighboring communities.

The project is to survey portions of FLW the Rattlesnake Master Borer Moth and to map areas inhabited by the moth. Additionally, reporting will be required documenting all findings.

Project Tasks: This Program is to conduct a survey for the Rattlesnake Master Borer Moth at Fort Leonard Wood military installation. Tasks will include assessing pre-determined areas around the base that contain the rattlesnake master host plant used exclusively by the target moth species, mapping with Draft report of findings, identifying the species range on the base, calculating the species density in the project areas, identifying rattlesnake master plant management on the base including pests and burn practices, review conservation goals on the base for the borer moth and rattlesnake master plant and identifying competing species both native and invasive and potential conservation practices.
