About this file
This document is a Quality Assurance Surveillance Plan (QASP) for a federal contract related to load testing of a crane at Bonneville Dam Powerhouse No. 2 in Washington. The QASP outlines the government's plan to monitor the contractor's performance in completing a 100% crane load rating load test, as described in the Performance Work Statement (PWS). If deficiencies are discovered, they will be communicated to the contractor's Quality Control Inspector for correction. The related federal contract opportunity is a Request for Quote (RFQ) for the crane load testing, with a NAICS code of 238290 - Other Building Equipment Contractors. The solicitation is a 100% small business set-aside, with quotes due by June 3, 2024, and an anticipated award date of June 10, 2024. Quality Assurance Surveillance Plan for
Bonneville Lock and Dam Crane Load Tests, Bridge Crane No. 3 – Powerhouse No. 2, Washington
PR&C#W66QKZ40601972
INTRODUCTION
This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate Contractor actions while implementing this Performance Work Summary (PWS). It is designed to provide an effective surveillance method of monitoring contractor performance for each listed objective.
The QASP provides a systematic method to evaluate the services the Contractor is required to furnish.
This QASP is cited on the premise the Government desires to maintain a quality standard in operating, maintaining, and repairing facilities and that a service contract to provide the service is the best means of achieving that objective.
The Contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved.
