11. Anticipated Award date for Follow-On Contract (after bridge contract completion):

15 September 2018

12. Reason for Bridge Contract Action:

The reason for the Contract Bridge Action is due to insufficient Procurement Acquisition

Lead Time (PALT) provided to USAMRAA for the recompete. The procurement request was received on 28 February 2018, however the requirements documentation, was not completed until 16 March 2018.

The purpose of the three month bridge is to ensure that there will not be a break in service for the DoD Patient Safety Program, the Clinical Support Division and Health Services

Policy and Oversight (HSP&O)

The competitive follow-on procurement is being competed and is expected to be awarded by 15 September 2018.

13. Has this been bridge before? Number of times bridged before?:

No previous bridge exist.

14. Describe the Urgency and mission failure if Bridge Contract is not approved:

XXXXXXXX was awarded Task Orders under the TEAMS IDIQ. Their final Task Order expires on 29 June, 2018. It is anticipated that a follow-on requirement will be awarded by 15 September 2018. A Request for Information (RFI) was issued on 9 May 2018 and expires on 9 May 2018. It is anticipated that this will be solicited on either a GSA

Schedule or OASIS. Failure to award the three (3) month bridge prior to the follow-on being awarded will be detrimental. The Defense Health Agency (DHA) is a combat support agency supporting the healthcare needs of our warfighters and beneficiaries throughout the Military Health System (MHS. The DHA is embarking on the monumental task of taking over management and oversight of all MHS Direct Care

Facilities by October 2018 as mandated in Public Law 114-28, the 2017 National Defense

Authorization Act. The integration to an Intermediate Management Organization command structure and governance is in flux so it is critical for the contract support team to remain intact during this ongoing transition period. This transition is to achieve greater standardization of healthcare across the MHS, streamline management of healthcare activities, support in an environment that has become much more joint than in the past and accomplish the intent of the Military Health System's (MHS) Quadruple

Aim which outlines the MHS' priorities and strategies. DHA has been responsible for this transition, initially as responsible for shared services, functions and activities of the

Military Health System (MHS) and other common clinical and business processes—now shifting to comprehensive management. To ensure success, this contract bridge maintains continuity for knowledge sharing, agility, integration, and continuous improvement to positively impact the success of the current and future health of all stakeholders served.

As the MHS progresses toward becoming a more integrated healthcare system, with the bridge in place, the DHA continues to shape and document how the takeover of administration of the Military Treatment Facilities (MTF) and is expected to capture efficiencies in four ways:

Realizing economies of scale through operational efficiencies;

Implementing leading clinical practices;

Improving patient safety by implementing standardized processes and procedures across all MTFs; and

Promote standardization and reduce variation to promote the best outcomes for patients.

Without a bridge, there would be no programmatic and technical support for the DoD

PSP, the DHA CSD (Medical Affairs/J-3), and Office of Assistant Secretary of Defense

(OASD) Health Affairs (HA) HSP&O in five major areas: professional consultative services, management studies/MHS/DoD data analysis, preparation of responses, reports, documents, and correspondences, meeting support and policy development/communication/education/drafts. As well, administrative, analytical, programmatic, and technical support to the Patient Safety Program (PSP) and the Clinical

Support Division (CSD) would be effected. Without this bridge--contractual support, civil servants, active duty and public health officers in these divisions would be crippled and unable to perform requirements that impact healthcare delivery in support of readiness for the entire Military Health System.

One small example--support in coordination for preparing and drafting policy guidance which each MTF will use to oversee clinical quality management and patient safety daily operations must be in place by early September supported by education and training for

MTF leadership and staff—all to be in place by October 1, 2018—mandated in NDAA

2017 Section 702.
