Analyses of the resulting banding data provide critical information relating to the ecology, conservation, and management of North American land bird populations, and the factors responsible for changes in their populations. The intended Sole Source contractor is the Institute For Bird Population (IBP) is the proprietor of such data. The IBP is a non-profit business and can be sole sourced under FAR 6.302-3(a)(2)(ii) since this is a research capability.
