About this file
This is a Justification and Approval document for a capacity increase to an existing Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC).
The U.S. Army Corps of Engineers, Seattle District, seeks to increase the capacity of the Northwestern Division $85,000,000 Architect-Engineer (A-E) Services IDIQ MATOC for Military and Interagency and International Services (IIS) by $10,000,000, raising the total contract value from $85,000,000 to $95,000,000 (a 12% increase). The eight incumbent contractors under the 2021 A-E Military IIS IDIQ MATOC are Burns & McDonnell Engineering Company, HDR Engineering Inc., Jacobs Engineering Group Inc., WSP USA Solutions Inc., INNOVA Architects Inc., Raymond Pond Full-Service Solutions JV LLC, WJA P.L.L.C., and Yaeger Architecture Inc. The increased capacity will support modifications to active task orders and exercise unexercised reserved options under the existing MATOC. The services consist of design work for military and IIS facilities and infrastructure at U.S. Army, U.S. Air Force, and other Department of Defense agency sites, as well as non-DoD federal agencies. Services include project initiation, plan development, design specifications, drawings, engineering services for design-bid-build and design-build contracts, construction cost estimates, studies and analysis, new construction, renovations, and specialized building systems design. The procurement is justified under 10 U.S.C. 3204(a)(1) as a single-source acquisition to avoid substantial duplication of costs and delays associated with severing current task orders and establishing new contracts under the 2025 A-E Military IIS IDIQ MATOC. The Notice of Intent was published on May 26, 2026, with no competing sources expressing interest. The Contracting Officer has approved the $10,000,000 capacity increase, subject to fund availability.

Control Number: NWS-2026-308 completion of the current existing task orders and avoid any delay or duplication of costs that would otherwise result from severing current task orders and establishing a new suite of follow-on A-E contracts.
3. Description of Supplies/Services:
The work covered by the 2021 A-E Military IIS IDIQ MATOC consists primarily of design of Military and IIS facilities and infrastructure, meeting the definition of A-E Services as defined in 40 U.S.C. 1101 and FAR 2.101. A-E services will be primarily for military projects at U.S. Army, U.S. Air Force, and other DoD agency sites and secondarily for non- DoD project sites for various federal agencies for design services relating to multi-disciplinary engineering and design work. A-E firms also provide timely and cost-effective support for project initiation, plan development, project definition, or requests for proposal with full design including specifications, drawings, other engineering services for design-bid-build contracts and/or design-build contracts for construction, and design support during construction. A-E services includes studies, analysis, and design in support of new construction, additions to, and renovation or remodel of facilities, including administrative, operations, training, and maintenance facilities; new construction, renovation, and repair of support infrastructure such as facility-related site utilities and grounds, as well as site planning, design, surveying, landscaping, and roads and bridges; and specialized building systems such as fire protection, security, detection and alarm systems, and Energy Management Control Systems, construction cost estimates, and integration of current USACE sustainable design requirements. The work to be ordered under the additional capacity is the same type of work performed under the current contracts. The period of performance will remain unchanged.
4. Authority Cited:
The statutory authority permitting acquisition of the requirement by other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.
Additionally, please reference the recent Defense FAR Supplement (DFARS) Class Deviation 2026-O0027 in which DFARS 206.104.72, “Approval of Justification,” Table
206.1 indicates the approval authorities for other than full and open competition of $10,000,000 or below is the Contracting Officer. The Army Class Deviation 2026-PG01 aligns with this DFARS Class Deviation.
5. Reason for Authority Cited:
The stated authorities above are cited because award to any other source(s) outside of the 2021 A-E Military IIS IDIQ MATOC holders with current existing task orders would lead to substantial duplication of costs to the Government, and such costs are not expected to be recovered through full and open competition. Instead, increasing the initial capacity to the 2021 A-E Military IIS IDIQ MATOC is in the best interest of the Government because the contractors on the current existing task orders are already familiar with the current requirements and acquiring new contracts under a different vehicle (such as the 2025 $249M A-E Military IIS IDIQ MATOC awarded in 2025 for new requirements (W912DW25D1017- 1025)), would be cost prohibitive and duplicative as A-E requirements would have to
