PERFORMANCE WORK STATEMENT

Medium Voltage Draw Out Breaker Replacement Bus 2

1.0 GENERAL STATEMENT:

The Contractor shall furnish thirteen “roll in replacement” 4160V vacuum interrupter circuit breakers, and all personnel, equipment, and tools necessary to test, install, and commission the circuit breakers in John Day’s existing breaker cubicles. The existing circuit breakers are ABB 5GHK250-1200 SF6 breakers (XP Breakers).

The Contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations.

In 1992, a contract was awarded to upgrade John Day’s 4160V station service equipment. Under this contract, 24 ABB 5GHK250-1200A SF6 circuit breakers were supplied. These breakers are currently in service at John Day. In January 2020, it was noticed that several of the breakers were not closing as firmly as they should. Four units on Bus 1 operated slower than typical, and the position indicator would not fully indicate if the breaker was open or closed. John Day removed these four breakers from service and had an ABB field technician come on site to analyze the breakers. Upon investigation, the technician stated that the age and wear of the operating mechanism was preventing the breakers from fully closing, or sometimes faltering mid closure. The circuit breakers are beyond the recommended 15 year refurbishment cycle.

Using SF6 for medium voltage circuit breakers was only in practice for a very short time, technology later adapted to the current standard, which is vacuum circuit breakers. The SF6 gas interrupters used in the existing breakers are no longer manufactured and obtaining replacement parts is not practical. The existing breaker cubicles, terminals, and bus are in good condition and do not need to be replaced. Because of this, it is recommended to replace the circuit breakers with a “roll in replacement” vacuum interrupter circuit breaker.

Roll in replacement breakers were already purchased for Bus 1 (SP1), under contract W9127NN-21-C-0037.

To complete the replacement of all legacy SF6 gas station service breakers 13 more 4160V vacuum interrupter circuit breakers are needed for Bus 2 (SP2).

This is a firm fixed price contract. The delivery date is 120 days after receipt of award.

2.0 DEFINITIONS:

3.0 THE GOVERNMENT WILL FURNISH:

Drawings and Installation/Maintenance Instruction Booklet for existing breakers.

4.0 THE CONTRACTOR SHALL FURNISH:

All manpower, equipment and supervision necessary to perform the requirements of this contract.

5.0 PERFORMANCE STANDARDS AND REQUIREMENTS: (Also, See paragraph 6).

5.1 Scope:

CLIN 0001: The contractor shall supply 13 new 4160V 1200A spring mechanism vacuum interrupter “roll in replacement” circuit breakers. The replacement breakers must meet the same voltage, current, and timing specifications as the existing breakers. The new breakers must be compatible with the existing circuit breaker cubicles with minimal to no modifications to the cubicles. Contractor shall coordinate with John Day Technical Section to confirm pinout configuration. The breakers shall be tested prior to install, and then field commissioning completed after install. The specifications of the existing circuit breakers are below. At the end of breaker commissioning, the contractor shall dispose of 13 ABB 5GHK250-1200 SF6 breakers at the discretion of the KO.

5.2 Applicable Documents:

5.3 Testing:

All circuit breakers shall be tested and perform to manufacturer’s specifications. Testing shall follow ANSI/IEEE C37.09 test procedures and include, at a minimum, insulation resistance, contact resistance, timing and over-potential tests. A report with the test results shall be submitted to the Government. Standard commissioning shall be performed after installation of breakers.

Replacement circuit breakers meet the specifications of the existing circuit breakers and fit into the existing cubicles with minor or no modifications. Complete field commissioning of new replacement breakers with observation from the government.

6.2 Surveillance.

If the COR discovers deficiencies and/or receives complaints, the COR will alert them to the contractor for correction.

6.3 Quality Control

The Contractor, not the government, is responsible for quality control actions necessary to meet the quality standards set forth by the contract. The contractor shall develop and submit a Quality Control Plan (QCP) for Government approval within ten calendar days after award. Once accepted, the QCP will be incorporated into the QASP. The QASP is not a contractual instrument and may be changed at the COR’s discretion. The contractor shall use the QASP to guide and document the implementation of the required management and quality control actions to achieve the specified results. The Government reserves the right under the Contract Terms and Conditions--Commercial Items (FAR 52.212-4) to inspect and test the services called for by the Task Order, to the extent practicable at all times and places during the term of the Task Order. The Government will reject non-conforming services.

6.4 Unacceptable Performance

When performance is determined unacceptable, as defined in the Performance Requirements Summary, the COR will inform the contractor that performance is unacceptable and provide written documentation by use of the Form DD 2772, Contract Discrepancy Report. By initialing and dating the form, the contractor is only acknowledging notification of unacceptable performance. Disputes in surveillance should be referred to the Contracting Officer.

The COR will notify the Contracting Officer of unacceptable performance. If any of the services do not conform to contract requirements, the Government may require the contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When the defect(s) in services cannot be corrected by re-performance, the Government may:

a. Require the Contractor to take necessary action to ensure future performance conforms to contract requirements.

b. Reduce the contract price to reflect the reduced value of the services performed.

c. If the Contractor fails to promptly re-perform the services, or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may:

i. By contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service;

ii. Issue Cure Notice;

iii. Terminate the contract for Government convenience; and / or Terminate the contract for Cause.

6.4 Correction of Non-Performance of Work

Contractor shall employ an adequate quantity of personnel to ensure that any services found to be not in compliance and therefore not acceptable, shall be made acceptable by the performance or re-performance of the work, where such re-performance is possible, during the first business day after non-compliance has been observed by or reported to and verified by the COR.

7.0 GENERAL:

7.1 Antiterrorism and Security

AT LEVEL I Training: All contractor employees, to include subcontractor employees, requiring access to

Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website: http://jko.jten.mil/courses/atl1/launch.html; or it can be provided by the RA ATO in presentation form which will be documented via memorandum.

Access and General Protection/Security Policy and Procedures: All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

Escort: All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.

Suspicious Activity Reporting Training: The contractor and all associated sub-contractors shall receive a brief/training on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.

E-Verify Program: The Contractor must pre-screen Candidates using the E-verify Program

(http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be required to complete a Form

I-9, Employment Eligibility Verification, with the designated Government representative. This Form will be provided to the Contracting Officer and shall become part of the official contract file.

7.4 Shipment and Delivery

All items shall be delivered FOB to John Day Lock and Dam within 16 weeks of contract award. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to John Day Lock and Dam. No shipments are allowed other than normal business hours of Monday-Thursday 7:00 a.m. through 4:00 p.m., excluding Federal holidays.
