About this file
This notice announces the U.S. Army Corps of Engineers' intent to enter a sole source contract with Doble Engineering Company. The contract would provide specialized electrical testing equipment and services to support the Corps' Hydropower Test and Evaluation Program across five districts of the Northwest Division. Equipment to be leased includes Doble M4100 and M7100 testers, an M5500 sweep frequency analyzer, universal controllers, a PDS200 EMI surveyor, and associated software, support services, and training. The notice describes the program's long-term use of Doble equipment and data integration needs, as well as the costs and inefficiencies of transitioning to an alternate supplier. Interested parties may submit capability statements by December 16, 2022 for consideration, though award to Doble is intended on or around January 6, 2023 due to their unique experience and the duplication of costs inherent in switching providers. The contract would continue critical insulation and performance testing for generators, transformers and other high-voltage assets owned by the Corps.
