1. The US Army Corps of Engineers (USACE), Savannah District, is conducting market research to identify potential parties that have an interest in and the capability of repairing the roof, exterior walls, windows, interior walls, doors, insulation, floors, ceilings, plumbing, Heating, Ventilation, & Air Condition (HVAC) system, fire protection, and the electrical system. This repair project will incorporate the minimum anti-terrorism and force protection requirements and bring the building to current standards. This project will repair the failed building envelope (roofing, windows, walls, doors); mechanical, electrical, and plumbing systems; and ceilings, floors, and flooring coverings. The project will also remove the continued mold growth and seal rodent entry points into the facility. Hazardous materials (HAZMAT), if found, will be abated according to Federal and State requirements. This project will meet minimum anti-terrorism and force protection requirements.

Based on the responses to this Source Sought Notice/Market Research, this requirement may be set aside for small businesses (in full or in part) or procured through full and open competition. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. The Government will consider input in determining if a small business set-aside is appropriate for this project when it issues the solicitation package planned for early 4th quarter FY22 with an anticipated award date of 1st quarter FY23.

2. The applicable NAICS code for this requirement is 236220-Commercial and Industrial Building Construction with a Small Business Size Standard of $39.5M. The Product Service Code is Z2FC-Repair of Alteration of Troop Housing Facilities. Businesses of all sizes are encouraged to respond; however, each respondent must identify their business size in their capabilities statement.

3. Construction Magnitude: The estimated magnitude of this construction project is between

$10,000,000 and $25,000,000 (DFARS 236.204).

4. Project Summary: Repairs to barracks building number M4520 with a usable space of

33,962 Square Feet at Fort Bragg, NC, are required to prevent further damage and failure to the failing systems. The building is a three-story housing facility and company operations facility built in 1985.

Abatement and demolition: This project will demolish elements of the building listed in the scope as part of the process to accomplish the repairs. Removed components or systems will be collected and disposed of in a designated location in the waste field. Personnel will not be directly exposed to HAZMAT at any time during the repairs of the facility during its removal and transportation. All safety precautions will be followed during facility restoration according to local and federal regulations.

Architecture: Interior architecture and finishes have failed throughout the building. Paint is peeling, ceiling tiles are sagging and damaged, and floor tiles are broken throughout the building. Windows have peeling paint and evidence of air and water leakage. Mold is present on interior walls. Doors and door hardware are worn. Several cracks are visible in the facade, and the exterior masonry requires pointing.

Electrical: The existing interior electrical systems do not meet current codes and are not adequately sized to support today's everyday electrical demands. Additional receptacles have been added in surface-mounted conduits, and space in electric panels is used. Much of the wiring dates back to the 1980s.

Mechanical: There is evidence of numerous leaks in the HVAC piping systems throughout the building. The main system piping, and valves are corroded and show proof of leaks in the main mechanical room.

Plumbing: Water supply and waste lines have failed. Exposed piping has been repaired, and multiple patches in walls indicate spot repairs to plumbing in chases. Waste lines are cast iron with various sections replaced with PVC and temporary, flexible fittings. Plumbing fixtures use excessive amounts of water beyond current standards. Fixtures are all stained from rust and pipe corrosion. The entire plumbing system has reached a point where piecemeal repairs are no longer effective.

Fire Safety: A fire sprinkler system is currently being repaired as part of the major repair of the facility, according to NFPA 101. Mass notification, central RVAC shutoff, and fire alarm systems are failing.

5. The estimated period of performance for construction is 548 days after issuance of the Notice to Proceed. Specifics regarding the number of option periods, if any, will be provided in the solicitation.
