About this file
This is a Sources Sought notice for market research purposes regarding a Design-Build contract for a self-cleaning screen system at Dexter Dam Adult Fish Facility in Oregon. The U.S. Army Corps of Engineers (USACE) Portland District is seeking industry responses to gather capabilities and qualifications information prior to formal solicitation. The notice indicates that Intake Screens Inc (ISI) was previously identified as the only manufacturer meeting project requirements, and a Brand Name Justification for Other than Full and Open Competition was approved during design. USACE intends to issue a Phase 1 Request for Qualifications in late first quarter/early second quarter FY27, with Design-Build contract award targeted for third quarter FY27 and final construction completion by May 2030. The estimated construction magnitude is $5,000,000 to $10,000,000, with a Firm-Fixed Price contract type anticipated via Two-Phase Design-Build Selection Procedures using a Request for Proposal Best Value Trade Off approach.
The project scope encompasses design completion (approximately 10-5% remaining), engineering analysis including CFD modeling, fabrication and procurement of components, underwater rock removal, and installation in a riverine/subaqueous environment. Key project constraints include site accessibility, in-water work windows, underwater diving operations, gantry crane mobility clearance, equipment coordination, NMFS conformance, and varying water levels. CMMC Level 1 (Self) certification is required for contractor and subcontractor information systems processing Federal Contract Information or Controlled Unclassified Information. Formal responses (maximum 12 pages) must include firm information, business category/size status, capabilities, relevant project experience (1-3 examples), joint venture details, surety bonding capability, and responses to government questions regarding construction methodology, scheduling, and risk mitigation. Responses are due September 9, 2026, at 3:00 pm PDT via email to Justin Figueredo (Contracting Officer) and Andrew J. Sprys (Contract Specialist). Small business participation at prime and subcontracting levels is being actively sought, including 8(a), HUBZone, WOSB, EDWOSB, SDVOSB, and VOSB firms. The NAICS code is 237990 with a $45M size standard; Product Service Code is Z2KA.

We are seeking responses from both large and small business members of industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled
Veteran-Owned Small business (SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond.
Reponses to this Sources Sought announcement will be used by the Government to make business decisions and to inform potential future solicitations.
The North American Industrial Classification Code (NAICS) for this requirement is 237990, “Other
Heavy and Civil Engineering Construction”. The related size standard is $45M. Product Service Code:
Z2KA Repair Or Alteration Of Dams.
Formal Sources Sought Response Due – 09 September 2026 at 3:00 pm PDT.
Project Background. The U.S. Army Corps of Engineers (USACE) Portland District requires the
Design-Build of a Self-cleaning screen system rated for juvenile fish at Dexter Dam Adult Fish Facility water intake system as required by NMFS. During design, Intake Screens Inc (ISI) was found to be the only manufacturer capable of providing a system that meets all the requirements of this project; therefore a Brand Name Justification & Approval (J&A) for Other than Full and Open Competition was approved during design. This Design-Build contract will also rely on a similar Brand Name J&A (RFO 6.103-1) since a significant expense and effort was expended to get the design to approximately 90-95% before design efforts ceased and changing this element would incur significant additional cost and delay. The project is required to meet National Marine Fisheries (NMFS) requirements for juvenile fish exclusion systems at Dexter Fish Facility and is required to be operational by May 2030 (coordinated between the
NMFS and the regional stakeholders (W-FPOM)). NMFS is the agency that determines compliance with the Federal Endangered Species Act (ESA), and W-FPOM is the Willamette Fish Passage Operations and
Maintenance committee. This forthcoming Design-Build contract is being undertaken so that USACE remains in compliance with the ESA at Dexter Fish Facility.
Project Scope:
• As previously mentioned, NWP previously designed this self-cleaning screen system up to 90-
95%. However, the remaining design needed is for a bumpout to preserve the full travel range of the existing gantry crane.
• The Contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, quality control, and any other items and personnel necessary to perform updates and modifications of the reference design and the subsequent construction of said design.
The scope encompasses site verification, engineering redesign, engineering analysis including
CFD modeling, fabrication and procurement of all required components, underwater rock removal (as required to accommodate the installation), and final attachment to the existing structure in a riverine or subaqueous environment.
• The reference design was created in close cooperation with the intake screen manufacturer.
Continued cooperation with that manufacturer will be required to finalize the overall design.
• Anticipated Construction Schedule: CENWP intends to advertise the Phase 1 Request for
Qualifications for this project by in late 1st quarter/early 2nd quarter FY27 and award a Design-Build
Contract within 3rd quarter FY27. Final construction completion/installation by May 2030 within the mid-February to mid-May in-water work window.
• Estimated Magnitude of Construction: $5,000,000.00 to $10,000,000.00
• Number and Type of Contracts: NWP contemplates awarding a Firm-Fixed Price Construction
Contract. The acquisition strategy decision has not yet been determined. Maximum Small business participation is being sought at both the Prime and subcontracting levels.
• Anticipated Procurement Method: Request for Proposal (RFP) Best Value Trade Off (BVTO) via
Two-Phase Design-Build Selection Procedures.
New Requirement: Cybersecurity Maturity Model Certification (CMMC)
The forthcoming solicitation will require the contractor and/or subcontractor(s) information system to process, store, or transmit Federal Contract Information (FCI) or Controlled Unclassified Information
(CUI), and require the contractor and/or subcontractor(s) to comply with CMMC requirements. The
CMMC level required by this solicitation is: CMMC Level 1 (Self). This CMMC level, or higher (see 32
CFR part 170), is required prior to award for each contractor information system that will process, store, or transmit FCI or CUI during performance of the contract.
PROJECT SPECIFIC CONSTRAINTS AND CHALLENGES:
• Site accessibility
• In water work windows
• Underwater Work / Diving
• Gantry Crane Mobility Clearance
• Coordination of Equipment Access
• NMFS Conformance & CFD Analysis
• Potentially varying water levels during construction over water
QUESTIONS FOR INDUSTRY:
• How fast can you perform the work?
• What work would you be able to self-perform?
• For underwater construction, is structural steel installation preferred over concrete placement?
• Can you modify the gantry crane to preserve the full travel range of the crane without a bumpout?
• How much flow can be passed through the unit, spillway and fish during construction, if any?
• For the rock excavation, what means and methods are anticipated to be used? How will the excavated rock be removed?
• Are there any risks you foresee on features of work that the Government could work to lower prior to solicitation?
• If steel structures are put in, should we also ask about what corrosion control would be recommended?
• Is there anything in this requirement that would prevent you from submitting a proposal?
