3. Description of Supplies/Services: Womack Army Medical Center (WAMC) has a requirement to procure maintenance services for the SencorpWhite storage and retrieval carousels located at Womack Army Medical Center (WAMC) Fort Liberty, NC. The SVMH-17495- Fort Liberty- 4yr Silver Hardware Support Renewal. 2 annual onsite preventative maintenance (PM) visits to inspect and determine near, short, and long-term measures required to keep the equipment operating as designed.

The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
5. Reason for Authority Cited: WAMC has a requirement for Carousel Maintenance services for the government owned system. This system has been in place at WAMC since 2000, with a system upgrade taking place in 2017. With properly maintaining the equipment, the expected life span would be 2030. The required hardware and services are proprietary in nature and is protected under the copyright and trade secret laws. In the proprietary letter dated December 21, 2023, SencorpWhite, Inc states it is a subsidiary of Cornell Limited Partnership and is the Original Equipment Manufacturer (OEM) and is the sole provider of machinery, components, and supplies. SencorpWhite highly skilled field service technicians are the only technicians that can service the equipment as needed due to the proprietary nature of the equipment and software. If another vendor is allowed to work on this proprietary equipment and software, it will void all warranties. Also, this system is designed to work alongside another proprietary software DoveTree to be fully operational for WAMC’s Carousel System. Failure to procure these services and supplies will result in diminished care to the patients currently being cared for at the military treatment facility. Additionally, if not approved replacement of the Carousel would potentially cost the Government $1.3 million dollars and cause the Medical Logistics Warehouse to be inoperable for 30-45 days.
6. Actions to Increase Competition: There are no practical alternatives available to increase competition for this requirement, based on the reasons stated in paragraph 5 above.
Sources sought will be posted on the SAM.gov website to increase competition for future requirements.
7. Market Survey: The market survey was conducted in the accordance of FAR 10. I utilized google.com to search for like products. I also utilized SAM.gov using the NAICS code 333922. Due to the proprietary nature of the hardware and equipment, there are no substitutes for this item.

In addition to the above market research, Electronic Compliance Auditing Tool (ECAT) and Defense Logistics Agency (DLA) were checked on 8 March 2024 with no result found.
