About this file

This document is a Limited Sources Justification for a federal contract opportunity under the Simplified Acquisition Threshold of $250,000. The requirement is for the procurement of one Endoscopic Mentor Suite System for the Simulation Center at the Dwight D. Eisenhower Army Medical Center, Fort Eisenhower, GA. The intended contractor is Simbionix USA Corporation, who is the sole manufacturer and supplier of the required products and services. The total estimated value of the contract is $102,500 and the period of performance is through September 30, 2024. The justification cites FAR 13.106-1(b)(1)(i) as the authority, stating that Simbionix is the only reasonably available source. No additional actions will be taken to increase competition, and the Government will continue to monitor the market for any changes. The contract was previously awarded as a sole source to Simbionix, and successful completion of the endoscopic training on this equipment is a requirement for the General Surgery residents.

5. Reason for Authority Cited: DDEAMC has a requirement for the Endoscopic Mentor Suite System. The system /cart is used by the Graduate Medical Education (GME) General Surgery (GS) residents to learn and practice endoscopic techniques. Before the GS residents graduate their GME program, they must successfully pass the Fundamentals of Endoscopic Surgery (FES) exam before taking their medical boards for certification. Per the sole source letter dated 16 July 2024, Surgical Science Simbionix is the sole source provider of the Simbionix ENDO, GI and BRONCH Mentors and their software and hardware components, this includes the hardware and services. They are the only manufacturer and supplier in the USA. Additionally, this equipment is the only device authorized by the governing body (the Society of American Gastrointestinal and Endoscopic Surgeons / SAGES).

Failure to provide this system will result in personnel not being able to train with current equipment vital to their critical skill set, resulting in reduced preparedness/readiness for deployment. Also as stated earlier, successful completion of SAGES FES is a board requirement GS Residents upon graduation.

6. Actions to Increase Competition: No additional actions will be taken to increase competition for this requirement. The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed.

A source sought was posted to the System for Award Management (SAM) Contract Opportunities on July 3, 2024, with a due date of July 8, 2024. Only one vendor, BHPE LLC responded to the sources sought notice. The government received a sole source letter from Mr. Chris Smith (letter on file) that Simbionix USA Corporation is a sole manufacturer and developer of all products and equipment.
