Control Number: 21-RHCO-A-621
RFQ/RFP #: W91YTZ21Q0207
Sole Source Justification for Acquisitions under the Simplified Acquisition Threshold
(Simplified Acquisition Threshold is $250K)
1. Contracting Activity:
Regional Health Contracting Office – Atlantic (RHCO-A) Fort Bragg Contracting Cell 6021 5th Street, Building 1467 Fort Belvoir, VA 22060-5505
2. Description of Action:
Requirement: New Repeat Pricing: Firm-Fixed Price Time & Materials Cost Funds: OMA Other Funds: _________ Total Dollar Value:
Name of Intended Contractor: Society for Simulation in Healthcare Street Address: 10747 Stone Ridge Way City, State, Zip: Harrison, OH 45030-4907
Phone: (651) 605-1902
3. Description of Supplies/Services: Womack Army Medical Center requires Medical Simulation programs be accredited for a five year period. The two programs are the Emergency Medical Technician (EMT) Basic and Paramedic Certification Training Support. This Service contract will pay for application fees, accreditation fees, and fees for submission of annual reports.
4. Authority Cited:
(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR
(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR
(c) FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR
(d) FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR
(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.
5. Reason for Authority Cited: Medical Simulation Program at Womack Army Medical Center (WAMC), Fort Bragg, NC 28310. There are only two agencies that provide accreditation of simulation programs or facilities, the Society for Simulation in Healthcare (SSH) and the American College of Surgeons (ACS). The American College of Surgeons accreditation is focused on specific simulation expertise in the specialty of surgery, while the Society for Simulation in Healthcare focuses the recognition of simulation expertise. For that reason there is no other vendor that can perform these accreditation services required for the EMT and Paramedic course for WAMC. There are no other accrediting bodies in the United States for these programs. If this accreditation is not achieved, the courses will not be useful to WAMC’s staff and soldiers of Fort Bragg. This will have a major negative impact on WAMC’s ability to train medics and prepare the warfighter for combat. This will also have a major negative impact on patient care. This Contracting Office received a Memorandum For Record from the Defense Health Agency (DHA) explaining that SSH is the only capable source for this accreditation requirement.
6. Actions to Increase Competition: A sources sought was posted to the SAM.gov website on 30 July 2021. No responses received. It is anticipated that Society for Simulation in Healthcare is the only Contractor that can meet the requirement due to the market research and received from WAMC Department of Medical Education. A Synopsis will be posted to the SAM.gov website. A solicitation with Justification and Approval (J&A) will also be posted to the SAM.gov website.
7. Market Survey: Market Research was conducted in accordance with FAR Part 10.
