About this file

This is a Memorandum for Record documenting a sole-source justification for limiting competition in a federal contract action by the Natick Contracting Division for the Combat Capabilities Development Command–Soldier Center (DEVCOM-SC).

The contract involves transportation services for large quantities of U.S. government securities (Category III Securities) from DEVCOM-SC to a customer intermediary. The requirement mandates armored transport services with bonded and certified freight carriers, single non-commingled shipments, locked and sealed trailers, and tamper-resistant packaging. The proposed contractor is Western Distributing Company (4955 Bannock Street, Denver, CO 80216-1815). The purchase order is for a base period from April 8, 2026 to April 7, 2027 valued at $16,270.00, with four option periods extending through April 7, 2031, bringing the total contract value to $86,780.00. The contract is classified as a fixed-price purchase order using Operations & Maintenance Army (OMA) funds for Fiscal Year 26. The justification cites the "only one source capable" rationale under FAR 13.106-1(b)(1), noting that only Western Distributing Company is registered in SAM.Gov among the two companies identified as capable of meeting the specific vehicle requirements for secure tractor-trailer transportation. Market research conducted in December 2015, July 2020, January 2021, and 2025 confirmed no new competitors have emerged. The requirement specifies vehicle armoring to UL-752 Level II protection, two armed guards during transit, and personnel consistency for pickup and delivery. Anthony Rogers (Equipment Specialist) and Brandon Rivett (Contracting Officer) provided certifications on February 12, 2026.

3. Description of Services or Supplies:

The Combat Capabilities Development Command –Soldier Center (DEVCOM-SC), Fiber Production Branch, under the direction of its customer, Other Government Agency (OGA) requires shipments of Large Quantity Securities from DEVCOM-SC to customer intermediary; freight services must be bonded and certified to carry United States securities. Large quantities of security items will be sent via an armored transport company. These security items must be in a single shipment that is not co-mingled with other items. The trailer or cargo area must be locked and sealed to prevent tampering.

Security and accountability are of utmost importance regarding the shipment of government securities. All government securities will be packaged in a container that prevents knowledge of its contents. Government securities will be packaged in such a fashion to preclude unauthorized access to those securities and to readily identify tampering. Seals, straps, and security tape are examples of such tamper resistance.

Manifests and shipping lists should avoid detailed descriptions of the government securities to prevent unauthorized disclosure of the shipped items. Avoid using words like "Securities", etc. that make the shipment a possible target for theft.

5. Reasons for Authority Cited:

a. It is the policy of the OGA to establish, maintain, and promote the highest standard of security for the transportation of United States Securities Production Items, hereafter referred to as Category Ill Securities. We know of only one company that is registered in SAM.Gov that is a reputable company that has and will maintain the standard of care in transporting Category III Securities. Western Distributing Company is held in the highest standard for security transportation by the customer.

b. This is not a brand name requirement.

c. Security and accountability are of utmost importance with regard to the shipment of Category III Securities. It would be a detriment to national security if any or some part of this contract were not carried out with the upmost security and compliance to OGA transportation requirements.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at

7. Market Research: Market Research was initially done in December 2015, then in July 2020, and finally January 2021. Ongoing research conducted in 2025 did not indicate that there were any new companies capable of fulfilling this need. It was found that only two companies can provide the services needed, Western Distributing Company and American Armored Transport Incorporated. Both companies were contacted for official quotes for our needs, only Western Distributing Company responded to our request (NOTE: Western Distributing Company is registered within SAM.GOV and American Armored is not). Other armored truck companies, such as Brinks, Securitas, and Loomis do exist but cannot compete with the vehicle requirements that are needed for Large Quantity Category III Securities transportation (secure tractor trailer requirements for transporting large quantity Securities).

8. Other Facts: The carrier must ensure the confidentiality of all information regarding U.S. securities shipments routes and schedules. Equipment used in support of this contract shall not be marked to identify the contents or association with the OGA or the United States. All markings will be limited to the minimum required by applicable federal or state regulation or law. The over-the-road transportation of U.S. securities, other than to/from a rail head or air terminal, will be performed by an armored vehicle.

The cab of the vehicle must be armored to Level II protection as specified by Underwriters Laboratory stands for safety UL-752, ULI Ballistic Rating for High Power Small Arms. Each armored vehicle will be equipped with appropriate licenses, permits, weapons, gas masks, fire extinguishers, and radio/telephone equipment. The vehicle will be dedicated for the transport of only OGA property and provide direct, door-to-door service with a minimum of downtime while in transit. While transporting OGA securities the vehicle will be manned by two armed guards/drivers. During necessary fuel/rest stops, one alert guard/driver will remain in the cab of the vehicle at all times. It is preferred that carrier personnel that receive the shipment will, with exception of an emergency situation, be the same personnel that delivery the shipment. Alternative proposals may be submitted for review and approval.
