Control Number: 21-RHCO-A-292 Solicitation: W91YTZ21Q0069
Sole Source Determination for Actions under the Simplified Acquisition Threshold (Currently $250K)
1. Contracting Activity:
Regional Health Contracting Office – Atlantic (RHCO-A) Fort Bragg Contracting Cell 6021 5th Street, Building 1467 Fort Belvoir, VA 22060-5505
2. Description of Action:
Requirement: New Repeat Pricing: Firm-Fixed Price Time & Materials Cost Funds: OMA Other Funds: Total Dollar Value: Click here to enter text.
Name of Intended Contractor: Family Physician Inquiries Network
Street Address: 401 West Blvd North Suite D City, State, Zip: Columbia, MO 65203
Phone: 573-256-2066
Period of Performance: 1 July 2021 – 30 June 2026
3. Description of Supplies/Services: This subscription service provides continued support for scholarly services towards the accreditation of existing Family Medicine Residency Program. The annual service fees have been contractually obligated to the Family Physician Inquiries Network (FPIN) in the past. The contract is for the base year (1 July 2021 to 30 June 2022) with four option years (1 July 2022 – 30 June 2026) for a total cost of $33,849.00.
4. Authority Cited:
(a) FAR 13.106-1(b) (1) (i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR
(b) FAR 13.106-1(b) (1) (ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR
(c) FAR 8.405-6(a) (1) (i) (A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR
(d) FAR 8.405-6(a) (1) (i) (B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR
(e) FAR 8.405-6(a)(1)(i)(c): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.
5. Reason for Authority Cited: Womack Army Medical Center, as designated by the Army of the Surgeon General, is responsible for conducting residency and fellowship programs. These specialty programs are required in order to train physicians in support of the Army’s mission. In order to conduct a residency or fellowship program, accreditation standards must be met and a site review must be completed for accreditation to be recognized through the ACGME. WAMC has existing residents in the Family Medicine Residency Program that have already been accredited by the ACGME. All Army Family Medicine residencies programs are accredited by the ACGME.
6. Actions to Increase Competition: There is no effective competition since there is only one service organization for Family Medicine physician residencies in the military. If in the future other network services that meet all necessary accreditation standards become available, research will be performed to consider other companies. All reasonable resources were used to verify and confirm that the FPIN is currently the only organization that provides scholarly services to Family Medicine physician residency and fellowship programs in the United States. The FPIN does not subcontract out work.
7. Market Survey: Market Research conducted in accordance with FAR Part 10. On 18 February 2021 an on-line search of the SBA Quick Market Research was done. The General NAICS code 611710 search revealed small business contractors having the capability to provide the parts, but the specific word searches conducted on the Small Business Administration (SBA) Quick Market Research revealed zero small business having the capability to provide these products.
