PERFORMANCE WORK
STATEMENT
Inventory, Documentation, and NRHP Evaluation of Baker Bay West Sand Island

1.0 GENERAL STATEMENT:
The U.S. Army Corps of Engineers (USACE) originally constructed the Lower Columbia River (LCR) Federal Navigation Channel (FNC) in the mid-1920s. USACE has maintained the LCR FNC since original construction with dredging, in-water placement, upland dredge material placement sites in the Lower Columbia River, and constructing navigation structures (pile dikes and islands). The Baker Bay West Sand Island pile dike system was constructed in the 1940’s. With the system being over 50 years old, it meets the minimum age requirement for the National Register of Historic Places (NRHP).
USACE – Portland District is rehabilitating the Baker Bay West Sand Island pile dike system and is soliciting services to provide 1) cultural resource inventory of the pile dike system (4 pile dikes), 2) recordation of the pile dikes on Oregon Inventory of Historic Properties Section 106 Documentation Forms, 3) evaluation of the pile dike system for the NRHP, and 4) preparation of a National Park Service (NPS) 10-900 form for the pile dike system. The contract will cover the Baker Bay West Sand Island pile dike system in Clatsop County, Oregon.
