About this file
This document is a Points of Contact (POC) Information form and capability statement request for a federal construction contract opportunity administered by the U.S. Army Corps of Engineers (USACE).
Contractors are required to submit firm information including name, address, point of contact details, company website, Unique Entity ID (UEI), and Commercial and Government Entity (CAGE) code. Bidders must specify their business size classification according to NAIC code 237990 and identify any applicable designations such as HUBZone, 8(a), Service-Disabled Veteran Owned Small Business, Small Disadvantage Business, Woman Owned Business, or Large Business status, which must be verifiable through the System for Award Management (SAM). Contractors must also disclose their bonding capability for both single and aggregated bonding.
The capability statement requires detailed technical responses addressing site access and equipment placement from river access while avoiding adjacent wetlands, estimated construction timelines for material placement and design grade creation using heavy equipment, on-site personnel qualifications to identify engineering and hydraulic issues related to sediment deposition in tidal creeks, and specific means and methods to prevent pumped material from flowing into adjacent marshes at all tidal stages and to minimize material losses during pumping operations. Additionally, contractors must explain how they will prevent material from entering or will remove material to reestablish two existing creeks. Primary contact is Rohan Bryan, Contract Specialist at (912) 652-5619, and secondary contact is Chad Arnett, Contracting Officer at (912) 652-5088, both with the USACE.
