Summary: Purchase Description – Cougar Powerhouse Governor Air Compressor
This document is a purchase description for a duplex, high-pressure air compressor system. The government requires purchase of one (1) duplex package consisting of two separate, two-stage reciprocating air compressors mounted on a horizontal air receiver tank, along with ancillary components including filters, drain valves, and an integrated air treatment system. The line items include the compressor unit itself, four filter assemblies (two ½" NPT and two 3/8" NPT, each in coalescing and absorbing configurations rated for 500 PSI maximum), and one high-pressure electronic drain valve rated for 600 PSI maximum.
The system must deliver a minimum of 13.0 ACFM at 300 PSIG with one compressor operating and 26 ACFM with both units operating. Each compressor pump shall have a manufacturer-stated maximum intermittent pressure rating of 450 PSIG or greater and utilize pressure-lubricated design with positive displacement oil pumps. The 120-gallon horizontal air receiver tank must be ASME BPVC SEC VIII D1 certified for 350 PSIG minimum working pressure and include safety valves, pressure gauge, vibration isolation pads, and automatic drain valve. The control system requires a pre-wired duplex-single power supply with NEMA rating, automatic alternating lead-lag controller, and low-oil-pressure safety switches. Each compressor shall be driven by dedicated 7.5 HP TEFC electric motors rated for 460V/3 Phase/60Hz. All wetted components must be rated for 350 PSIG minimum working pressure. The contractor must provide certified dimensional drawings and electrical schematics for government approval prior to fabrication; upon delivery, two printed and one digital copy of the Installation, Operation, and Maintenance Manual; final as-built drawings; and a recommended spare parts list. The compressor package shall include factory acceptance testing with government right to witness, two sets of special tools and filters, and comprehensive manufacturer's warranty covering all components for one year from government acceptance, with core compressor pumps warranted for two years minimum. Delivery is required to Lookout Point Dam, Lowell, Oregon 97452, Monday through Thursday, 0700–1600 hours, excluding federal holidays, with the government bearing no shipping costs.

PURCHASE DESCRIPTION
COUGAR POWERHOUSE GOVERNOR AIR COMPRESSOR PURCHASE
Scope:
This purchase description covers the purchase of one (1) high pressure, duplex tank mounted two stage reciprocating air compressor unit with integrated intercooler and aftercooler.
Background:
This duplex, high-pressure compressor is part of the small capital upgrade of the governor accumulator auto air admission system. The current compressor is approximately 20 years old and does not have an integrated pressure tank that’s required to properly function with the new auto air admission system.
Requirements:
Purchase of one (1), duplex package of two separate, two-stage, reciprocating air compressors, mounted together as a single unit on a horizontal air receiver tank. The package will include an integrated air treatment system suitable for the specified pressure and flow rate.

Pump Pressure Rating:
• Each individual compressor pump shall have a manufacturer's stated maximum intermittent pressure rating of 450 PSIG or greater.
*Note: This higher-pressure rating ensures the pumps are not operating near their limits which will ensure long term reliability.
Pressure Lubrication:
• Each compressor pump shall be of a pressure-lubricated design, utilizing a positive displacement oil pump to ensure constant lubrication to all critical components.
System Performance:
• The duplex package, with one compressor operating, shall deliver a minimum of 13.0 ACFM at a discharge pressure of 300 PSIG.
• With both compressors operating, shall deliver a minimum of 26 ACFM at a discharge pressure of 300 PSIG.
Air Receiver Tank:
• The package shall include a horizontal air receiver tank with a minimum capacity of 120 gallons, and complete with pressure gauge.
• Must be ASME BPVC SEC VIII D1, Unfired Pressure Vessels certified for a minimum working pressure of 350 PSIG.
• Include safety valves rated by the manufacturer for a minimum working pressure of
350 PSIG.
• The package must be supplied with vibration isolation pads for installation under the tank feet.
• The tank shall be equipped with an automatic electronic or pneumatic drain valve to expel condensation.
• Interior shall be uncoated, cleaned and free of mill scale residue.
Control System:
• The package shall include a pre-wired, duplex-single power supply, NEMA-rated electrical control system featuring:
A) an automatic, alternating lead-lag controller to ensure balanced runtime and wear between the two compressor units.
B) A low-oil-pressure safety switch for each compressor unit that automatically shuts down the respective motor in a low-oil-pressure condition to prevent mechanical damage.
Compressor Cooling System:
• Each compressor unit shall be equipped with an integrated, air-cooled intercooler (cools air between stages) and aftercooler (cools air after final compression).
Air Treatment System:
• The package shall include an integrated air treatment system suitable for the specified pressure and flow rate.
• This system must include, at a minimum:
a) An Air Dryer (refrigerated or desiccant type).
b) A Coalescing Filter Assembly(s) for the removal of oil and water aerosols.
Electric Motors:
• Each compressor shall be driven by a dedicated TEFC (Totally Enclosed, Fan- Cooled) electric motor of approximately 7.5 HP, designed for 460V/3 Phase/60Hz power.
Component Pressure Ratings:
• All included and wetted components, including but not limited to the air receiver, inter-unit piping, safety valves, pressure switches, air dryer, and filter housings— must be rated by the manufacturer for a minimum working pressure of 350 PSIG.
Rotary Equipment:
• Fully guard couplings, motor shafts, gears and other exposed rotating or rapidly moving parts in accordance with OSHA 29 CFR 1910.219. Provide rigid and suitably secured guard parts readily removable without disassembling guarded unit.
Operation and Maintenance Data:
• The manufacturers’ standard operation and maintenance manual shall include:
I. Step-by-step procedures for system startup, operation, and shutdown.
II. Drawings, diagrams, and single-line schematics to illustrate and define the electrical and mechanical systems with their controls, alarms, and safety systems.
• The manufacturer’s standard maintenance manual shall include:
I. Procedures for each routine maintenance item, procedures for troubleshooting, factory service, take down overhaul, and repair service manuals with parts list.
II. Manufacturers recommended maintenance schedule.
III. A list of spare parts for each piece of equipment and a complete list of materials and supplies needed for operation.
Specials Tools and Filters:
• Two sets of special tools and two sets of filters for required maintenance shall be provided. Special tools are those that only the manufacturer provides, for special purposes, or to reach otherwise inaccessible parts.
• If the compressor requires metric tools to perform maintenance and repairs, a set shall be provided.
• Provide one complete set spare filters.
Documentation Requirements:
• The contractor shall submit the following for Government approval prior to fabrication:
I. Certified dimensional drawings II. Electrical schematics and control panel layout drawings.
• The following shall be provided upon delivery:
