About this file

This Memorandum for Record justifies a sole-source procurement for AMBOSS, a web-based exam preparation tool for Family Medicine Residents at Womack Army Medical Center (WAMC). The contract will cover a 5-year period from October 2025 to September 2030, with a total value of $60,804.00, consisting of a base year at $9,855.00 and four option periods ranging from $10,395.00 to $12,096.00, plus an additional 6-month option period at $6,048.00.

The procurement is being conducted under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold. WAMC selected AMBOSS because it provides a unique question bank specifically tailored to the Family Medicine board certification exam, offering features like over 10,000 questions, adaptive learning, and detailed analytics that are not available in similar platforms. Market research, including a Sources Sought notice on SAM.gov, revealed no alternative solutions. The previous contract with New England Journal of Medicine (NEJM) ended on 30 June 2025, and WAMC will use a government credit card to maintain service continuity between July and September 2025 until the new contract begins on 1 October 2025.

5. Reasons for Authority Cited:

a. For a brand name restriction – N/A.

b. This web-based program, AMBOSS, provides a unique and critical component of the Family

Medicine Residency training at WAMC. It offers a specialized question bank and comprehensive explanations specifically tailored to the Family Medicine board certification exam, which are not available in similar platforms (see attached comparison chart)

WAMC currently utilizes AMBOSS, and standardizing our residents on a single platform is anticipated to increase operational efficiency by allowing seamless integration into the residency curriculum and reducing the need for our faculty to develop redundant training materials. A sources sought was conducted, and no responses were received. While the previous award was competed in 2021, the other solution was significantly more expensive, however this factor is secondary to the continuity of resident training which is more important.

7. Market Research: Market Research was conducted on 21 August 2025 in accordance with FAR Part 10. I researched The Small Business Administration (SBA) Quick Market Search using NAICS code 611691 and keywords “Exam Preparation” no results were revealed for companies or similar products that would meet, or could be modified to meet, the agency’s needs. A Sources Sought was posted to SAM.gov on 28 August 2025, with no responses being received.

8. Other Facts:

WAMC has ordered this item before when the company was named New England Journal of Medicine (NEJM). The invoice #KPFM-00002162 dated 25 June 2019 was for $43,640.00. WAMC had a contract, W91YTZ21P0082 with NEJM for a 12-month base year plus four 12-month option periods. The contract with NEJM ended 30 June 2025. In the interim between 1 July 2025 and 30 September 2025, WAMC is purchasing these services on a government credit card until the new contract that starts 1 Oct 25 is in place. The reason being is to continue services and not have a lapse in the services provided now by AMBOSS.
