About this file
This document is a Memorandum for Record - Limiting Competition at or below the Simplified Acquisition Threshold for a sole source procurement by the Medical Readiness Contracting Office-East (MRCO-E). The contract is for 10 NOVALUM-II-X systems from Charm Sciences, a sole source provider of luminometers used by veterinary food inspectors across military installations. The systems are critical for determining contamination levels in food service facilities, with a delivery date of 8/1/2025.
Key justification for the sole source procurement includes that Charm Sciences is the only manufacturer of the NOVALUM system, which is the standard luminometer used in military training and food inspection programs. The document emphasizes that without these systems, food supply contamination could go undetected, potentially decreasing mission readiness. The procurement will be funded through Operations & Maintenance, Army (OMA) funds for fiscal year 2025, using a fixed-price contract vehicle with Purchase Order Number 12247019.
