5. Reasons for Authority Cited:
TATRC requires the TCCC/EMS Cut Suits, the Surgical Cut Suits, and the HRMKs to create simulated events that resemble real world scenarios as closely as possible. To create realistic simulations for research and training, TATRC requires a wearable task trainer capable of needle decompression, chest tube, bilateral IV, inguinal hemorrhage control, cricothyroidotomy and active bleed sites capable of tourniquet application on live patient actors through use of the wearable task trainer. Additionally, TATRC requires an accompanying moulage kit that includes an injured foot, injured hand, ocular injuries, burns prosthetics, lacerations, silicone part a and part b, special effects tools, and special effects cards.
The TCCC/EMS model and the Surgical model of the Cut Suit are the only simulators that can be worn by human beings in Hyper-Realistic scenarios from the point of injury all the way up to definitive care in the operation room where real medical procedures can be performed without hurting the human. No other simulator can do this. There is only one company manufactures the required Cut Suit and HRMKs and limited resellers of the Cut Suits and HMRKs.
10. Contracting Officer Certification/Approval: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon price analysis.
I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a brand name requirement is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
