3. Description of Services: This requirement is to purchase a software management tool used by the Womack Army Medical Center (WAMC) Graduate Medical Education Faculty and Program Directors to assess and measure performance of interns and residents. This evaluation software is used daily to capture residency duty hours, and it is used daily to monthly to document resident and faculty evaluations and feedback.

(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.
5. Reason for Authority Cited: MedHub, LLC is the only on-line learning portal software provider in the industry that offers a 24/7 on Demand Training and Learning for residency and fellowship programs located at WAMC. This software program is a unique, proprietary and custom software application that provides features and services not available anywhere else as per the attached letter located in PCF cabinet W91YTZ23Q0038, folder A.02. Proprietary letter is dated 24 February 2023 and signed by Mike Burica, Vice President, Medhub Brand Leader. This tool is also the system of record to capture faculty evaluations of residents during rotations to include monthly, semi-annual formative milestone assessments, and annual Program Director summative assessments, all required by the Accreditation Council for Graduate Medical Education (ACGME). Additionally, this management tool/assessment sheets can be accessed electronically on an automated website which enables GME Faculty and Program Directors/ Program Coordinators to enter data on students that assess their performance and progress in meeting academic requirements by ACGME contract that ends 30 June 2023. This software program will benefit residents from multiple departments.
The Training and Learning Portal will be also used for onboarding and training new staff and offers refresher training to existing personnel. This Portal contains professional development opportunities for staff that include ACGME 101 and The National Board of Certification for Training Administrators of Graduate Medical Education Programs (TAGME) fundamentals, that enable staff to work the evaluation system. MedHub, LLC has a mobile application (APP) that can be used with either iOS or Android phones for real time evaluation of academic work, logging of clinical procedures and clinical rotations by Program Directors and Faculty. These two features are essential to manage the evaluation processes required by ACGME for accreditation.
Background: Womack Army Medical Center, as designated by Defense Health Agency (DHA), is responsible for conducting residency and fellowship programs to train physicians in a variety of specialty programs in support of the DHA mission. To conduct a residency or fellowship program, all of the programs must meet the accreditation standards and undergo a site review in order to be accredited through the ACGME. WAMC has existing residents in various program year groups that an accreditation by ACGME has already covered. All residency and fellowship programs are accredited by ACGME. To sustain accreditation, ACGME requires assessments or performance review of students to measure progress in meeting academic requirements toward graduation from the programs.
Adding MedHub, LLC as the evaluation system that brings consistency in the preceptors' criteria to evaluate our residents but also benefits the onboarding process for both institutions. In addition, WAMC can onboard learners from Walter Reed National Military Medical Center, Bethesda, Maryland, and the Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland, which also uses MedHub, LLC The Orthopedic Residency Program is the first-ever shared program of military and civilian residents as WAMC partnered with Cape Fear Valley Medical Center, Fayetteville, North Carolina. WAMC is the sponsoring ACGME site for the shared program, so WAMC’s Orthopedics residents will work in both WAMC and Cape Fear. Failure to provide the Resident Evaluation tool will be detrimental to the academic progress of the medical students.
6. Actions to Increase Competition: MedHub, LLC is the only software provider in the industry that offers the 24/7 On Demand Training and Learning Portal. MedHub, LLC. has provided a proprietary letter to support Sole Source acquisition.
