W912L3-24-C-0002 Non-Clinical Case Management Services
WYOMING ARMY NATIONAL GUARD
Single Source Justification and Approval
W912L3-24-C-0002
Section A: General Contract Information
1. Identification of the agency: The United States Property and Fiscal Office, Purchasing and Contracting, Wyoming Army National Guard, 5410 Bishop Blvd, Cheyenne, WY 82009.
2. Description of the action being approved: Single Source Justification and Approval.
3. Description of the services: Non-Clinical Case Management Services. Estimated price: $325,000.00.
4. Statutory authority(s) permitting other than full and open competition: 10 U.S.C.2304(c)(1);
6.302-1; 10 U.S.C. 2304(d)(1)(B) and 6.302-1(a)(iii)(B).
Section B: Description of the Services Required
5. Nature of the acquisition which requires use of authority(s) cited: Non-Clinical Case Management Services are required to effectively prepare, track, and assess the medical readiness of WYARNG service members according to the service member’s specific medical readiness requirements to achieve the highest levels of medical readiness and deployability for assigned federal and state missions. These services are overwhelmingly administrative in nature and do not require a nursing degree to perform. The current Bridge expires on June 30, 2024. As these services are vital to the Wyoming Military Dept., approval is being requested to bridge the current Contract by twelve (9) months from July 1, 2024 through March 31, 2025 to allow the Wyoming National Guard additional time to complete the conversion of the services to government employees taking over the program.
Section C: Justification for Soliciting from a Single Source
6. Special Notice: The Justification and Approval will be posted in accordance with Federal Acquisition Regulation (FAR) 5.301,(d)(1), and under the guidance of: 10 U.S.C.2304(c)(1) and FAR 6.302-1, whereas the services needed by the agency are available from only one responsible source and no other type of services will satisfy the needs of the agency.
7. Fair and Reasonable Pricing: The total estimated price for a nine-month bridge will be $325,000.00 for Non-Clinical Case Management Services. It is believed the requirements will increase by one case manager. Therefore, the assumption is that prices obtained will increase to the extent required to support an additional employee. Price escalation factors are not listed as this contract is an extension for a total of nine (9) months. The price of The Siegel Group is considered fair and reasonable when compared to the IGE as it is approximately 4% higher than the IGE.
