Justification: Jastram Engineering LTD is the OEM. They confirmed that the authorized dealers listed on their website are the only dealers able to sell and service their equipment. For Alaska, Washington, Oregon, and Hawaii that dealer is Hamilton Jet.

Impact: OEM parts are required for safety of personnel and continued operation of the dredge should the parts currently installed fail.

Alternatives: There are no practical alternatives. If the decision to replace the dredge or steering system ever be made, other manufacturers may be considered.

If the dredge steering system is ever replaced/upgrades, efforts to increase competition using more commercially available parts may be considered.

Given the specific nature of the parts, coupled with Jastram’s requirement to utilize regional dealers, requires the usage of Hamilton Jet to ensure compatibility with existing system and continuity of dredging operations should the parts fail.

Based on the foregoing, I approve this sole source justification subject to availability of funds, and provided that the services and supplies herein described have otherwise been authorized for acquisition.
