5. Reason for Authority Cited: The proposed contractor for this action is Thornhill Research Inc. Thornhill Research Inc, is the sole manufacturer of Thornhill MOVES SLC. This system has been chosen for National Emergency Tele-Critical Care Network (NETCCN) environment testing. The NETCCN aims to deliver emergency and critical care support to any location. The Thornhill Moves SLC system is an all-in-one system that combines an oxygen concentrator, a unique O2-conserving ventilator, suction, and complete patient monitoring into a single, compact, battery-operated system. Its functions and capabilities align with the NETCCN efforts of providing deployable services to any locations. This system is manufactured only through Thornhill Research at this time. No other system on the commercial marketplace offers all the capabilities or functions of the Thornhill Moves SLC at this time. Without this system, TATRC and NETCCN’s missions providing care extensions to remote locations, including surge and forward operating environments, will be at high risk for failure. This system is critical in meeting and determining the capabilities of the NETCCN platform and for future deployments.
Only the Thornhill Research, Moves SLC system meets TATRC below specific needs:
1. Moves SLC has a proprietary circle-circuit ventilator, 2. Variable suction options (between 100-325 mmHg with flow rates of 20L/min), 3. Is the chosen system for future National Emergency Tele-Critical Care Network (NETCCN) environment testing. No other commercial brand portable integrated life support system can satisfy the Government requirements. The Thornhill Research, Moves SLC system is critical to meeting the needs of future research and testing in the NETCCN environment. Without this system, TATRC will not be able to continue its mission of providing innovative care advancements.
6. Efforts to Obtain Competition: As required by FAR 5.201, this requirement will be posted on sam.gov on brand name only basis, and all vendors capable of meeting the Government needs will be considered for award.
7. Actions to Increase Competition: TATRC and USAMRAA will periodically conduct market research and analysis to determine if other suppliers may be able to fulfill any future all-in-one life support and transport systems. Due to future changes in the customer’s technological requirement, more competition may occur to allow for other suppliers in the market to compete for similar requirements in the future, and such sources will be considered for award at that time.
8. Market Research: TATRC conducted multiple internet searches in May 2021 and June 2021 for all-in-one critical care transport and support and all-in-one life support and transport systems. No other systems other than Thornhill Moves SLC can meet the unique requirements. Market research through Google and GSA Advantage searches identified two businesses, Thornhill Research (sole manufacturer), and ADS Inc. (small business, U.S. Dealer for Thornhill Research) were identified. Both vendors were able to provide quotes for the systems, peripheral accessories, and consumables requested.
The items are not available on GSA Advantage site.
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d), a request for information (RFI) was posted to beta.SAMs.gov on 17 August 2021 for four (4) days and as a result of the RFI, a third vendor, Panakeia LLC, a Service-Disabled Veteran-Owned Small business (SDVOSB) showed an interest in the availability to provide a potential quote for the Thornhill Moves SLC system.
9. Interested Sources: The notices required by FAR 5.201 have been published.
