About this file

This document is a sole source justification for a federal contract opportunity with the Department of the Army Medical Command. The requirement is for services from the University of North Carolina at Greensboro to provide an Advanced Medical Technology Initiative grant for a Beacon Study. This will involve providing Army medical personnel with a phone app and website developed by UNCG that uses behavioral nudges to guide service members towards healthy eating options on base. The total estimated cost is $249,999. The justification cites that UNCG is the only source that can provide the proprietary technology which was previously developed under a sole source contract as a continuation of the work. While one other vendor responded to the sources sought notice as potentially capable, transitioning to a new vendor would require restarting the previously contracted efforts and remove access to accumulated data and equipment owned by UNCG. If approved, the period of performance for this follow-on contract would be 12 months from award date.

Solicitation Number: W91YTZ23Q0165 Control Log Number: 23-RHCO-A-414

Sole Source Justification for Acquisitions under the Simplified Acquisition Threshold

(Simplified Acquisition Threshold is $250K)

1. Contracting Activity:

Medical Readiness Contracting Office – East (MRCO-E) Fort Bragg Health Contracting Cell 9275 Doerr Road, Building 1221 Fort Belvoir, VA 22060

2. Description of Action:

Requirement: New Repeat Pricing: Firm-Fixed Price Time & Materials Cost Funds: OMA Other Funds: DHP Total Dollar Value:

Name of Intended Contractor: University of North Carolina at Greensboro Street Address: 270 Mossman Bldg City, State, Zip: Greensboro NC 27412-0001

Period of Performance: 12 months after date of contract award.

3. Description of Supplies/Services: Womack Army Medical Center is requesting services for an Advanced Medical Technology Initiative (AMTI) Grant for a Beacon Study. This requirement will provide Army Medical personnel with phone app behavioral nudge technology to point service members towards the healthy options available to them on post and reinforce existing military healthy eating initiatives.

4. Authority Cited:

(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR

(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR

Controlled by: USAHCA CUI Category: SP-PROCURE

Limited Dissemination Control: FED ONLY POC: Mr. Jonathan D. Long (816) 325-0016

(c) FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR

(d) FAR 8.405-6(a)(1)(i)(B): Only one source can provide the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR

(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.

5. Reason for Authority Cited: The “LiveWellNow” app and subsequent website [https://www.goeatwellnow.com/] was developed by the University of North Carolina at Greensboro (UNC-G) and as such is the proprietary property of the vendor. The technology is the central component of this project which is a continuation of work from a previous AMTI award as sole source contract (see W911QY20P0304) that was awarded to UNC-G on 24 September 2020 to develop the software and capabilities. This is why only UNC-G is suited to fill the requirements of this project. The BEACON project is a continuation of an ongoing collaboration between UNC Greensboro and WAMC. To continue with the previously contracted efforts without UNC Greensboro, the project would need to be restarted all over again as the data and proprietary equipment would no longer be available to WAMC. The total estimated cost for this acquisition is

A 2020 report suggests that one in five Army service members are classified as obese and have difficulty meeting the Army Body Composition Program (ABCP) standard. As the largest branch of the military, the Army population has the most potential to see an impact from modern tools and techniques to aid in health promotion and change. A 2016 study found that obese active-duty soldiers were 33% more likely to suffer musculoskeletal injury, leading to over 3.6 million injuries between 2008 and 2017. This problem is also causing a substantial economic burden for the Department of Defense, which spends over $1 billion a year in health care costs among active-duty service members, veterans, and their families. Additionally, it is estimated that there are over 650,000 days of lost work per year among active-duty military due to obesity related health issues. Thus, the obesity epidemic and related dietary behaviors are limiting warfighter/human performance. The military reports that most military service members are not meeting physical fitness goals and need to be made aware of healthy dietary behaviors. Obesity and poor dietary choices have been associated with poor attentiveness, reduced vision, adversarial work relationships, and reduced physical fitness.

A high level of body fat has been shown to harm performance in several military activities. Thus, strategies are needed to optimize warfighter/human performance.

6. Actions to Increase Competition: A sources sought was posted on SAM.gov from 05-11 July 2023 in accordance with FAR Part 5 that will allow the Government to identify interested sources capable of meeting the requirement and the potential for competition. During the Sources Sought notice submitted from 05-11 July 2023, one small business vendor responded, CoachMePlus (CMP).

CMP responses provided relevant documentation that they can perform the associated work.

However, as previously stated, the BEACON project is a continuation of an ongoing collaboration between UNC Greensboro and WAMC. To continue with the previously contracted efforts without UNC Greensboro, the project would need to be restarted all over again as the data and proprietary equipment would no longer be available to WAMC.

7. Market Survey: Market research was conducted in accordance with FAR Part 10. A search through the FAR Part 8 databases for the required services yielded zero valid results. A Quick Market Search through the SBA DSBS was conducted utilizing NAICS 541715, and keyword “Beacon Study” yielded zero results.

8. Procurement History:

Previous Contract or Purchase Order Number: W911QY20P0304 awarded by ACC-APG Natick, MA or N/A

Previously competed? N/A No Yes Previous authority for less than Full & Open Competition: FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization.
