About this file

This document appears to be a Justification and Approval (J&A) for limiting competition under the Simplified Acquisition Threshold (SAT) for a contract to provide Shank 2 Cryorecovery Support Services for the Medical Readiness System Biology (MRSB) program at the Walter Reed Army Institute of Research (WRAIR).

The J&A indicates that the Defense Health Agency conducted market research, including a Request for Information, but only received technically unacceptable responses. The previous contract (W81XWH-22-C-0107) with The Jackson Laboratory has expired, and this new contract (HT942524P0129) was awarded on 2024-08-28 to an unknown vendor for an unknown amount. The justification for limiting competition cites FAR 13.106-1(b)(1) criteria such as only one source reasonably available, urgency, exclusive licensing agreements, and brand name requirements.
