About this file
This document is a Requirements Document for a Nuclear Magnetic Resonance (NMR) spectrometer, issued by the DEVCOM Soldier Center DRTI Team. The solicitation (W911QY-25-R-NMRI) seeks a benchtop NMR instrument with specific technical requirements, including a 60 MHz permanent magnet, compatibility with standard 5 mm NMR tubes, upgradability to analyze multiple nuclei, a removable probe, MNova software license, Pulse Field Gradient capability, and the ability to perform relaxation experiments without cryogen.
The deliverables include the NMR spectrometer system, electronics unit, PC with Windows 10, sample NMR tubes, system installation, and training for lab managers. The vendor will be required to notify Dr. Ramanathan Nagarajan of lead time after order receipt and bill through WAWF after confirmation of receipt. The shipping destination is the U.S. Army DEVCOM Soldier Center in Natick, MA, with the primary contact being Dr. Ramanathan Nagarajan, and the shipping DODAAC is W56YHX.

Requirements Document
1. Background:
The DEVCOM Soldier Center DRTI Team is in need of a NMR spectrometer to help with projects related to the research and development of novel materials. The NMR spectrometer provides information on the chemical environment of the nuclei of interest. This information can be used to verify the structure and composition of the material/chemical of interest. An NMR spectrometer is an extremely important analytical tool in research and development laboratories.
2. Requirements:
a. General Specifications: A benchtop Nuclear Magnetic Resonance (NMR) instrument.
b. Specific Specifications: The following specifications should be included or have the option to be added to the NMR system:
· Have at least a 60 MHz permanent magnet
· Be able to use standard 5 mm NMR tubes for sample analysis
· Be upgradable – to analyze different nuclei including but not limited to: 1H; 13C; 19F; 31P
· Removable probe to change the type of nuclei being analyzed
· Include MNova software license for ease of data analysis
· Include Pulse Field Gradient (PFG) to perform diffusion experiments
· Have the ability to perform T1 and T2 relaxation experiments
· No cryogen requirement for its operation
3. Other Direct Costs (ODCs): There are no known ODCs associated with this contract.
4. Deliverables:
· NMR Spectrometer System
· Electronics Unit with integrated power supply
· PC with windows 10 operating system
· Sample NMR tubes
· Installation of the NMR Spectrometer in the lab
· Training of D112 lab managers and any personnel interested in using the NMR
5. Invoicing: The Contractor shall bill in WAWF after DEVCOM Soldier Center confirms receipt of benchtop NMR spectrometer
6. Delivery Date: Vendor will notify Dr. Ramanathan Nagarajan at ramanathan.nagarajan.civ@army.mil with lead time after receipt of order.
7. Ship to DODAAC and Shipping Address: U.S. Army DEVCOM Soldier Center, ATTN: Dr. Ramanathan Nagarajan, 15 General Greene Ave, Warehouse 20, Natick MA, 01760-5000. DODAAC: W56YHX
