About this file

This memorandum documents a sole-source purchase of an Agilent BioTek Cytation 5 Cell Imaging Multimode Reader system from Agilent Technologies, Inc. for $4 million. The system will provide cellular imaging capabilities to support research on Warfighter health and performance at the Army Combat Feeding Directorate. It will allow investigation of specific cellular functions including metabolic processes and nutrient uptake under military stressors. The Agilent system is proprietary and no other vendor can provide a comparable automated imaging platform compatible with existing biological samples and computer systems at the facility. Market research from April 3rd to 28th did not identify any other suitable options. The purchase will utilize FAR Part 13 authority for acquisitions at or below the simplified acquisition threshold due to the system being the only brand that meets requirements.

3. Description of Services or Supplies: The Agilent BioTek Cytation 5 Cell Imaging Multimode Reader system is a state-of-the-art and unique biotechnological instrument that would provide a versatile and unique system to the Combat Feeding S&T programs. The system will provide a long-term solution for investigating specific cellular functions, including metabolic, nutrient uptake, environmental factors and evaluating fully automated and real-time visual phenotypic responses to novel nutritional interventions and military-relevant stressors, specifically on Warfighter health and performance.

Delivery: 30 Days ARO Total Value:

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited: Agilent Technologies is the only vendor known to manufacture the automated cell imaging platform that is proprietary to the current Cytation 5 multimode plate reader. The current multimode plate reader has been used to characterize a highly physiologically-relevant ex vivo organoid cell model system currently being used in-house for multiple internal and external efforts.

Having the appropriate equipment (Agilent BioTek Cyation 5 Cell Imaging Multimode Reader) is vital to conducting sensitive and critical experiments for mission-specific objectives. Further, as the platform is proprietary, no other imaging components from other manufacturers would be capable of communication between the reader and computer system.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed,

7. Market Research: Market research was conducted from 03 April 2023 – 28 April 2023. Multiple vendor websites were searched in an effort to identify suitable, comparable systems that may exist and can be utilized with the specific existing platform and biologicals currently available at DEVCOM-SC.

No other vendor provides a comparable platform with the necessary components, and support, for the
