DWORSHAK RESTROOM FIXTURE RETROFITS
SUPPLY WITH INSTALLATION
PERFORMANCE SPECIFICATION
1.0 GENERAL
The following specification is for the purchase of new materials to retrofit existing lavatories, toilets, urinals, and hand air driers to hands-free operation at U.S. Army Corps of Engineers, Walla Walla District, Dworshak Project (Project), Ahsahka, Idaho. This contract will include removal and installation of single-basin lavatories, faucets, and most urinal and toilet flushometers (multiple-basin lavatories, hand air dryers, bottle filling stations, and some flushometers will be installed by Government personnel at a later date). The Contractor shall be responsible for all materials, hardware, and labor, including provision and installation of any adaptive parts to ensure proper fit of new items, and disposal of removed items.
2.0 SUPPLY
· The Contractor shall supply new items, as described below, in the quantities described in the Quote Item List above.
· The Contractor shall provide with their quote all cut sheets and product data necessary for the Government to determine whether the products being offered meet the requirements set forth below.
· The Contractor shall provide upon delivery of product all product data, installation guides, operation and maintenance guides, and warranty information that are available from the product manufacturers.
2.1 Lavatory, Stainless Steel, Single-basin
· Construction: Type 304 Stainless Steel, Seamless Weld, Vandal-resistant
· Width: 16–18 inches
· Depth: 15–18 inches1
· Backsplash: 3–5 inches
· Hole Punching: Must match Lavatory Faucets provided by the Contractor (see 2.4)
· Drain: With grid/strainer
· ADA Compliant
2.2 Lavatory, Polymer, Double-basin, Motion-sensor
· Meridian 3792 Two-station Wash Basin, or equal
· Two independent wash basins with individual grid strainer drains and separate motion-sensor faucets
· Flow Rate: Minimum 0.5 gallons per minute
· Surface(s): Stain-resistant polymer resin
· Width: Maximum 55 inches
· Countertop Space: Minimum 35 inches wide by 10 inches deep open countertop above basins

· Controls: Hardwired – voltage requirements vary and will be provided after award

2.9 Bottle Filling Station, Indoor, Motion-sensor
· Bottle filler above single drinking fountain (bubbler)
· Wall/Surface-mount
· Bottle Filler: hands-free/motion sensor operation
· Bubbler: ADA compliant push-bar operation
· Minimum bottle fill rate: 1 gallon per minute
· Refrigerated – Chilling Capacity: minimum 8 gallons per hour
· Filtered: Certified to NSF 42 and 53 for lead, particulate, chlorine, taste and odor reduction
· Power: 110/120V, 60Hz

2.10 Bottle Filling Station, Outdoor, Push-button

3.0 INSTALLATION
· The Contractor shall remove the specified materials or fixtures and shall install retrofit and replacement materials. The Contractor shall complete all adjustments necessary to ensure each hands-free item functions as intended with existing fixtures.
· All new lavatories shall be installed at ADA-compliant heights.
· All waste materials generated by this contract will become property of the Contractor; the Contractor must dispose of these materials offsite in a lawful manor.
· All installation work shall be covered by a minimum one-year warranty from workmanship defects. During the warranty period, failures due to installation not meeting the contract requirement or manufacturers’ installation guidelines shall be repaired at no additional cost to the government.
· The Contractor shall patch, and paint to best match, any visible holes that remain upon completion of the work, as a result of the work performed.
· Include in the quote pricing all additional materials required to complete each retrofit installation, as listed in below, potentially to include hardware, adhesives, caulking, and seals for installations, caulking and paint for minor repairs, etc.
3.1 Dent Acres Shower House
The following fixtures will be retrofitted or replaced at Dent Acres Shower House:
· Eight exposed, top-spud Sloan Royal toilet flushometers shall be retrofitted with motion-sensor flushers.
· Two concealed, rear-spud Sloan Royal urinal flushometers shall be retrofitted or replaced with conceal-mount motion-sensor flushers or flushometers.
3.2 Dent Acres Lower Restroom
The following fixtures will be retrofitted or replaced at Dent Acres Lower Restroom:
· Three exposed, top-spud Sloan Royal toilet flushometers shall be retrofitted with motion-sensor flushers.
· One concealed, rear-spud Sloan Royal urinal flushometer shall be retrofitted or replaced with conceal-mount motion-sensor flusher or flushometer.
3.3 Big Eddy Recreation Site
The following fixtures will be retrofitted or replaced at Big Eddy Recreation Site:
· Four handled faucets shall be replaced with four new motion-sensor faucets.
· Five exposed, top-spud Sloan Royal toilet flushometers shall be retrofitted with motion-sensor flushers.
· One exposed, top-spud Sloan Royal urinal flushometer shall be retrofitted with motion-sensor flusher.
3.4 Bruce’s Eddy Recreation Site
The following fixtures will be retrofitted or replaced at Bruce’s Eddy Recreation Site:
· Two porcelain lavatory basins with handled faucets shall be removed and replaced with stainless steel lavatory basins and motion-sensor faucets.
· One concealed, rear-spud Sloan Royal toilet flushometer shall be retrofitted or replaced with conceal-mount motion-sensor flusher or flushometer.
3.5 Viewpoint Restroom
The following fixtures will be retrofitted or replaced at the Dworshak Viewpoint Restroom:
· Four porcelain lavatory basins with handled faucets shall be removed and replaced with stainless steel lavatory basins and motion-sensor faucets.
· Four exposed, top-spud Sloan Royal toilet flushometers shall be retrofitted with motion-sensor flushers.
· Two exposed, top-spud Sloan Royal urinal flushometers shall be retrofitted with motion-sensor flushers.
3.6 Visitor Center
The following fixtures will be retrofitted or replaced at the Dworshak Visitor Center:
· Six exposed, top-spud Sloan Royal toilet flushometers shall be retrofitted with motion-sensor flushers.
· Two exposed, top-spud Sloan Royal urinal flushometers shall be retrofitted with motion-sensor flushers.
3.7 Resource Maintenance Building
The following fixtures will be retrofitted or replaced at the Dworshak Resource Maintenance Building:
· Three handled faucets shall be replaced with motion-sensor faucets.
· Three exposed, top-spud Sloan Royal toilet flushometers shall be retrofitted with motion-sensor flushers.
· One exposed, top-spud Sloan Royal urinal flushometer shall be retrofitted with a motion-sensor flusher.
4.0 SCHEDULE AND COORDINATION
4.1 Schedule: All work on this contract shall be completed by March 30th, 2022. Products may be shipped to Dworshak Project in advance of installation or brought to the site by the Contractor when installation is scheduled. In either case, the Contractor shall ensure product is packaged in a manner that will prevent damage, and delivery will be FOB destination to:

4.2 Coordination: The Contractor shall work closely with the Government to coordinate onsite work schedules in order for the Government to make arrangements to advise staffs and visitors and/or temporarily close facilities.
5.0 SAFETY & SECURITY REQUIREMENTS
5.1 Safety Standards: The Contractor shall perform all installation work in a safe and professional manner and shall comply with applicable federal, state, and local laws, installation policies, all applicable Occupational Safety and Health Act (OSHA) Standards, the Corps of Engineers Safety Requirements Manual EM 385-1-1, 2014 version, which can be found online here: http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1-1.pdf
At a minimum, the Contractor shall prepare an Activity Hazards Analysis (AHA) for each work activity under this contract. The AHA shall identify the sequence of work, the specific hazards anticipated, and control measures to be implemented to minimize or eliminate each hazard. Mitigation efforts described in the AHA must bring the overall risk rating to Low for the work to proceed.
5.2 Security Requirements
5.2.1 Access and General Protection/Security Policy and Procedures: All Contractor and subcontractor employees shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
5.2.2 For contractors who do not require CAC, but require access to a DoD facility or installation: Contractor and subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available).
5.2.3 Escorts: All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance or access privileges, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas."
5.2.3 Pre-screen Candidates Using E-Verify Program: The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of government issued identification prior to enrollment to ensure the correct information is entered into the Everify system. An initial list of verified / eligible Candidates must be provided to the COR no later than three business days after the initial contract award.
