About this file

This Statement of Work (SOW) details technical training equipment requirements for the U.S. Army Power Production School (USAPPS), which provides technical training to Army Soldiers and Navy Seabees in utility-grade power systems. The procurement includes two each of three specific pieces of equipment: VT33 Cable Fault Locators (Thumpers), TDR1670 time-domain reflectometers, and SDAD Super Directional Acoustic Detectors. These specialized testing devices will enable safe training on underground cable fault detection, location, and repair techniques in laboratory environments before field deployment.

The equipment specifications include detailed technical parameters such as voltage ranges, power inputs, display capabilities, and operational modes. The VT33 Cable Fault Locator operates at 13 kV dc with 760 Joules discharge, the TDR1670 has a range of 500-48,000 feet with a 10.5" color LCD display, and the SDAD offers three operational modes for fault detection. The contractor must deliver the equipment within 90 days of contract award to USAPPS at Fort Leonard Wood, Missouri, addressed to Jay Kaufman, a Supervisory Equipment Specialist.

Statement of Work

High Voltage Inc (HVI) VT33 with TDR1670 and SDAD

Background: The USAPPS provides industry standard technical training to Army Soldiers and Navy Seabees, enabling their ability to install, maintain, and operate utility-grade power production and distribution systems in support of unified land operations and humanitarian support missions worldwide. The USAPPS trains active duty and reserve service members in the troubleshooting, construction, installation, operation, and maintenance of low-to-medium voltage power and distribution systems in support of the USAPPS mission. This mission-focused training prepares Soldiers and Sailors to be safe, productive, and efficient technical specialists in a complex and dynamic operating environment.

Scope: USAPPS requires testing equipment which meets industry and testing standards to train students on safe operating procedures in a laboratory environment before using the equipment in a field setting. The system is all paired together. It allows us to identify underground faults and locate them easily. It allows us to train students to find faults and locate them. The NETA MTS requires testing of Shielded Cables, Medium- and High-Voltage using Very low frequency (VLF) dielectric withstand test – minimum 30-minute test on individual or grouped conductors with all shields and all conductors not under test grounded. The system meets the requirement of the NETA MTS standard for testing underground cables.
