SOLE SOURCE/BRAND NAME
JUSTIFICATION & APPROVAL
Walla Walla District Headquarters & Operating Projects Honeywell ProWatch & MaxPro Services
1. CONTRACTING AGENCY: U.S. Army Corps of Engineers, (USACE), Walla Walla District (CENWW-CT), 201 North 3rd, Walla Walla, WA 99362.
2. DESCRIPTION OF THE ACTION: This action is for the Walla Walla District Headquarters and Operational Projects requesting approval for a new sole source/brand name contract for Honeywell services. This contract is creating an Enhanced Software Support Agreement (ESSA) for ProWatch and MaxPro which allows Walla Walla District and operating projects to receive direct support from Honeywell for any online support or upgrades to the security system as needed. This ESSA for ProWatch will support the Walla Walla District Headquarters building and six other operational projects within Walla Walla District. This ESSA for MaxPro will support the Walla Walla District Headquarters building.
The estimated value of this procurement is $617,787.30.
3. DESCRIPTION OF THE SERVICE/SUPPLIES: The US Army Corps of Engineers, Walla
Walla District has a requirement for one (1) ESSA for ProWatch and one (1) ESSA for MaxPro.
4. AUTHORITY CITED:
a. FAR 13.106-1 (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
b. FAR 11.105-(a)(1): The particular brand name, product, or feature is essential to the Governments’ requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s need.
5. REASON FOR AUTHORITY CITED:
a. BACKGROUND: The Walla Walla District HQ building and projects have a regulation requirement for video and access control. A new ESSA will continue to provide the required and needed protection to the Walla Walla District Headquarters building and Projects for the security and protection of its personnel, assets, and equipment.
b. JUSTIFICATION: Walla Walla District Headquarters building and Project Operations offices currently uses Honeywell ProWatch services at the District building and six other projects (McNary, Little Goose, Lower Granite, Lower Monumental, Ice Harbor, and Dworshak) for the security and protection of its personnel, assets, and equipment. The ProWatch software we use provides us with our security in depth for our Electronic Security Systems (ESS) such as the card readers, alarms, and badging. The District Headquarters building uses MaxPro to integrate and incorporate the closed-circuit televisions (CCTV) with the existing access control functions under one application. That is not possible with any other brand hardware and software. Honeywell and like business’s software and hardware are proprietary to the individual company. Honeywell software and technical support will be available over the phone or online remote access 24/7, so Walla Walla District does not have to pay travel cost or their associated fees for onsite support.
c. IMPACTS: Failure to approve the justification will leave CENWW HQ building and projects extensively vulnerable to increased risk of harm. Failing to approve will also massively impede the ability of Readiness and Operations to provide safety and security for all CENWW personnel, structures, equipment, and assets. The cost of using a different company for these systems, based on an informal quote, is $4,278,973.
d. ALTERNATIVES: Market research indicates there are other companies with similar products. If the HQ building changed to another agency, different equipment would be required such as CCTVs, card readers, alarm panels, input boards, software, training which would be cost prohibitive and not in the best interest of the Government.
6. EFFORTS TO OBTAIN COMPETITION: Honeywell is the only vendor that supports the
Honeywell software to run the District and operating projects ESS.
7. DETERMINATION OF FAIR AND REASONABLE COSTS: The price will be determined fair and reasonable before an award is made. An IGE will be developed prior to award that will allow comparison to ensure a fair and reasonable price.
8. MARKET RESEARCH: Market research has shown that only Honeywell can provide the ProWatch and MaxPro that will meet the Government’s need.
9. OTHER FACTS: None.
10. CONTRACT SPECIALIST: I certify that the information supporting this Single Source Determination is accurate and complete to the best of my knowledge based on the supporting data provided by technical or requirements personnel.

11. DETERMINATION: In accordance with the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1 (b) and based upon the foregoing, I hereby determine that a single source procurement is authorized and is in the best interest of the Government.
