About this file

This technical specification document details the Jackson Levee Rehabilitation and Repair V project for the U.S. Army Corps of Engineers, covering levee maintenance and repair work in the Jackson, Wyoming area from 2025-2029. The project involves clearing and grubbing vegetation, removing concrete debris, repairing levee profiles, and reconstructing levee toe and revetment areas along multiple levee segments including Taylor, Game & Fish, and South Park levees. Work includes removing woody vegetation, excavating and re-grading levee slopes, hauling and placing riprap and fill materials, and restoring levee surfaces, with specific requirements for material handling, placement, and compaction.

The contract (W912EF25BA009) includes multiple Contract Line Item Numbers (CLINs) for staging, clearing, concrete removal, levee repairs, and profile re-establishment, with options for government-transported or contractor-transported materials. The project has environmental protection requirements, including noxious weed control, dust management, water resource protection, and special considerations for working in Grand Teton National Park. Strict guidelines are specified for material selection, equipment use, safety protocols, and working within environmentally sensitive areas, with an emphasis on minimizing disturbance to wildlife and maintaining existing landscape characteristics.

SUMMARY OF WORK

PART 1 GENERAL

This summary of work is a generalized description of work and is not all inclusive. Technical specification requirements will apply to all task orders to be issued under this contract.

1.1 SUMMARY OF WORK

The work involves clearing and grubbing (vegetation removal), concrete debris removal, and repairs of levees on the Jackson Project Levees located near Jackson, Wyoming. Levee repairs consist of hauling and placing riprap (also known as armor), hauling and placing fill material, repairing animal damage to the levee profile, and re-keying of existing riprap supplied by one (1) of five (5) Government furnished stockpile sites. Grading of the levee crest is required once repairs are complete.

Only the bid items needed will be performed. Some bid items are for future work that may occur.

The repair sites are divided into two regions, local and alternate. Review Plans and specs for further details and repair sites. Alternate regions are all project levees and locations not included in the local regions.

The Game & Fish Levee #1 levee has approximately 1000 tons of concrete slab debris intertwined with other riprap and fill. The contractor is to remove ALL concrete slab debris during the construction process and properly dispose the concrete debris according to all Federal, State and Local laws.

All vegetation on the water side of the levee is to be cleared. All vegetation on the land side of the levee is to be cleared 15 feet from the where the crest point of the levee begins.

The objective of this work is to return levees to the design profile and to perform emergency and post-spring runoff repairs of damaged levees.

The Snake River and the Gros Ventre River in the vicinity of the work sites are considered Class 1 and 2 waters under Wyoming water quality laws which are administered by the Wyoming Department of Environmental Quality (DEQ), Water Quality Division(WQD).
