Joint Based Charleston Maintenance Dredging
This is a Sources Sought/Request for Information only. This announcement seeks information from industry and will ONLY be used for preliminary planning and market research purposes.
THIS IS NOT A SOLICITATION ANNOUNCEMENT, NOR IS IT A REQUEST FOR
PROPOSAL. No proposals are being requested or accepted with this RFI. The U.S. Army Corps of Engineers, Charleston District is District is issuing the sources sought synopsis as a means of conducting market research to determine interest and the market capabilities of potential qualified contractors.
The work consists of maintenance dredging approximately 1,684,000 cubic yards of unclassified material from the Joint Base Charleston Channel (Shoals 1, 2, 3A, 4, 4A, 5) and TC Dock which shall be placed upland in the Joint Base Charleston Placement Area. The work is located in Charleston and Berkeley Counties, South Carolina. The work includes complying with the requirements of the Endangered Species Act and Marine Mammals Protection Act
The applicable North American Industry Classification System (NAICS) code assigned this procurement is 237990, Other Heavy and Civil Engineering Construction, Dredging and Surface Cleanup Activities.
The Product Service Code is Z2KF Repair or Alteration of Dredging Facilities.
Responses to this Synopsis shall be limited to 5 pages and shall include the following information:
1. Company/Contractor name, address, point of contact, phone number and e-mail address.
2. Company’s interest in bidding on the subject requirement when issued.
3. Company’s capability to perform a contract of this magnitude and complexity (include company’s capability to execute comparable work, which demonstrate mechanical dredging similar in size and scope listed in the Description of Work above. The Company should provide at least three (3) no more than five (5) examples that were completed in the last five (5) years which, at a minimum, include the following:
1. Brief description of the project
2. Customer name
3. Customer satisfaction
4. Timeliness of performance
5. Dollar value of the completed projects
4. Offeror shall identify their Business size. If applicable, Offerors shall provide any applicable Small Business classifications.

5. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangement include Joint Venture information, if applicable – existing and potential.
Information on Teaming Arrangement (if applicable). Although we are not looking for formal signed agreements at this time, if you intend to “team” with another firm, formally or informally, you must submit information, not more than one (1) page, about your team’s involvement. More specifically, you must submit sufficient information for the government to determine the roles each team member will play and what your socio-economic status is or will be considering the proposed arrangement. Therefore, included in your one (1) page if you are a small business and you intend to mentor/protégé and/or JV with a large business both team members must sign agreeing that 51% of the profits and managerial function will go to and be performed by the small business. Likewise, if you are an 8(a) firm intending to mentor/protégé and/or JV with a large business both team members must sign agreeing that 40% of the labor will be performed by the 8(a) firm. Additionally, if the team is a mentor/protégé arrangement, identify the areas that will be mentored. Any supporting documentation that confirms your socio-economic status as a team should be provided. The Government may not give credit to your socio-economic class if there is not sufficient documentation or if the Government cannot verify that your business is as such
6. Bonding Capability-both single and aggregate, as evidenced by submission of Surety Company letter stating bonding capacity

To be considered small for the purposes of this Government procurement, a firm must perform/dredge, with its own equipment or equipment owned by another Small Business concern, at least 40 percent of the volume dredged.
Submission Instructions:
Interested parties who consider themselves qualified to perform the work associated with the subject requirement, are invited to submit a response to this Sources Sought Notice no later than 12 May 2022 at 2:00PM, EST. Prior Government contract work is not required for submitting a response under this sources sought synopsis.
