About this file

This is a Sources Sought/Request for Information (RFI) for a deepwater ocean outfall project in North Myrtle Beach, South Carolina, issued by the U.S. Army Corps of Engineers Charleston District. The project involves constructing a large-diameter prestressed concrete cylinder pipe extending approximately 1,200 feet underwater from a stormwater quality treatment structure near 17th Avenue South and South Ocean Boulevard, designed to improve water quality and control flooding by redirecting stormwater runoff into the Atlantic Ocean.

Respondents are invited to submit a two-page response by August 27, 2025, at 10:00 AM EST, detailing company information, bidding interest, capability to perform the work, and small business classification (if applicable). The project is classified under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a Product Service Code of C1LC, and requires marine construction experience. Contractors must be registered in the System for Award Management (SAM) and are asked to provide examples of comparable mechanical dredging projects completed in the last five years, including project descriptions, customer details, and project values.

North Myrtle Beach Ocean Outfall (17 Ave S)

This is a Sources Sought/Request for Information only. This announcement seeks information from industry and will ONLY be used for preliminary planning and market research purposes. THIS IS NOT A SOLICITATION ANNOUNCEMENT, NOR IS IT A REQUEST FOR PROPOSAL. No proposals are being requested or accepted with this RFI. The U.S. Army Corps of Engineers, Charleston District is District is issuing the sources sought synopsis as a means of conducting market research to determine interest and the market capabilities of potential qualified contractors.

The specifications summarize the SOW as follows: The Deepwater Ocean Outfall is a project to upgrade the stormwater collection and conveyance system in a coastal urban area of North Myrtle Beach, South Carolina. This project is one part of a larger effort of similar projects by the city to upgrade stormwater infrastructure along the coast and direct runoff to outfall offshore in a deep spot underwater and away from the beach. This will allow the city to remove hazardous and unappealing concrete pipes that are exposed on the beach. This project will begin at a stormwater quality treatment structure near the intersection of 17th Avenue South and South Ocean Boulevard. The deepwater ocean outfall will consist of a large diameter prestressed concrete cylinder pipe laid beneath the existing benthic seabed underwater. It will extend approximately 1,200 feet from the stormwater quality structure and be supported by bedding stone, anchored by large armor stone, and topped with sand. Construction will involve the use of marine piling and a temporary pier. The outfall will convey stormwater runoff from the landward urban areas out to the Atlantic Ocean in order to improve water quality and control flooding. This deepwater ocean outfall will be designed and constructed by the same contractor on one design-build contract. It will be coordinated in tandem with a separately contracted project to upgrade the landward portion of the stormwater system that will consolidate and reroute drainage inlets and pipes along the street and other open areas. The stormwater quality structure is not included in this project; it is part of landward contract and will be the beginning point of this project.A similar project was completed along 18th Ave North in 2024. The work consisted of installing 54” pipes that extend approximately 1,300 liner feet into the Atlantic Ocean.

The applicable North American Industry Classification System (NAICS) code assigned this procurement is 237990, Other Heavy and Civil Engineering Construction.

The Product Service Code is C1LC Tunnels and Subsurface Structures.
