PROJECT DESCRIPTION:
The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for the JRL butterfly valve and insulation replacement in Mineral County, WV.
Jennings Randolph Lake is a U.S. Army Corps of Engineers multi-purpose facility including a dam, reservoir and recreational facilities, located on the North Branch of the Potomac River in Mineral County, West Virginia and Garrett County, Maryland. The proposed project is within the existing Intake Tower that withdraws water from the lake for conveyance through an outlet works system into the river channel downstream of the dam.
The proposed project includes two main features of work:
1. Valve Replacement: The intake contains ten circular port openings at five different tower elevations for selective withdrawal of water from the lake. Work entails the replacement of ten (10), six-foot diameter port butterfly valves that are within piping in-line with the port openings. The watertight seals on the existing valves have become worn due to age and debris damage and full replacement is required.
2. Insulation Replacement: Ventilation ductwork runs throughout the intake tower and supplies outside air to the water release gates to produce laminar flow. The diameter of the ducting varies but is commonly in the 2’ to 6’ diameter range. The existing fiberglass insulation has become worn and damaged and is need of replacement. Work entails removal of the existing insulation and replacement with new, cellular glass insulation and jacketing.
The primary purpose of this proposed project is to improve the safety, functionality, and reliability of the JRL butterfly valves and insulation, which includes mechanical and electrical components.
The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZones), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors. Large businesses are not prohibited from submitting a response to this notice;
however, SB, Section 8(a), HUBZone, SDVOSB, SDB, VOSB, and WOSB are highly encouraged to participate.
