About this file

This is a Sources Sought Announcement (Market Survey) issued by the U.S. Army Corps of Engineers (USACE), Charleston District for the Coastal Storm Risk Management (CSRM) project on the Charleston Peninsula, South Carolina.

USACE is conducting market research to gauge industry interest and capability for two distinct coastal storm risk management construction segments under NAICS 237990 (Other Heavy and Civil Engineering Construction), with a small business size standard of $45 million. The Adger's Wharf segment encompasses approximately 1,200 linear feet of seawall and pedestrian promenade construction with a rough order of magnitude cost between $15 million and $30 million, while the Lockwood Drive segment spans approximately 7,820 linear feet and includes tide gates, public promenade, ADA-compliant tie-ins, pedestrian ramps, and nature-based shoreline enhancements with estimated costs between $150 million and $250 million. Both segments are being advanced jointly by the City of Charleston and USACE with goals toward design/build or collaborative construction contracts.

USACE is evaluating four potential acquisition strategies—Design-Build (DB), Design-Build-to-Budget (DB2B), Integrated Design & Construction (IDAC), and Design-Bid-Build (DBB)—and requests industry feedback on which approach best suits the technical complexities of each segment. Interested firms must submit responses by 4:00 PM Eastern time on May 28, 2026, to Addison Layfield (addison.g.layfield@usace.army.mil) containing: firm profile information including CAGE Code and UEI number; socio-economic status; bonding capacity; three recent relevant heavy civil construction projects as prime contractor; detailed engineering capability regarding adaptive flood protection structures with phased construction methodologies; experience and recommendations regarding DB, DB2B, and IDAC delivery methods; and responses to six specific questions regarding Project Labor Agreement (PLA) familiarity, willingness to work under PLA requirements, anticipated cost impacts, and competitive effects. Evidence of capability is limited to five pages. This announcement is for market research purposes only and does not constitute a commitment to issue a solicitation or award a contract; participation is voluntary and will not be used to rank or evaluate firms for future solicitations.

SOURCES SOUGHT ANNOUNCEMENT No. W912HP26S001

Coastal Storm Risk Management (CSRM)

Charleston Peninsula, South Carolina

PURPOSE OF THIS ANNOUNCEMENT:

THIS IS NOT A SOLICITATION NOTICE. No proposals are being requested or accepted with this

Sources Sought (Market Survey). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.

The U.S. Army Corps of Engineers (USACE), Charleston District, is conducting market research to determine interest and capability of qualified businesses (specifically under NAICS 237990, Other Heavy and Civil Engineering Construction) for upcoming phases of the Charleston Peninsula CSRM project.

The Small Business size standard for this NAICS code is $45 million.

The Government is currently evaluating procurement strategies and welcomes industry input to refine our approach for these critical infrastructure segments.

SUMMARY OF REQUIREMENTS:

The Charleston District requires the construction of the following specific work elements. Note that these segments represent the initial portions of the larger project effort.

• Adger’s Wharf - The City of Charleston (City) and the U.S. Army Corps of Engineers (USACE) are jointly advancing the Adger’s Wharf segment of the Charleston Peninsula, South Carolina

Project with the goal of delivery towards a design/build or collaborative construction contract.

This segment represents one of the most historically significant and technically complex reaches of the overall effort. The project area extends from S Adger's Wharf to the southern end of

Waterfront Park, encompassing approximately 1,200 linear feet of seawall and pedestrian promenade. Construction rough order of magnitude costs are expected to be between $15M and

$30M.

• Lockwood Drive - The City of Charleston (City) and the U.S. Army Corps of Engineers

(USACE) are jointly advancing the Lockwood Drive segment of the Charleston Peninsula, South

Carolina Project with the goal of delivery towards a design/build or collaborative construction contract. This segment represents one of the lowest elevation and vulnerable segments of the effort. This project area —approximately 7,820 linear feet—extends from Ashley River Bridges southward to the USCG Station at Tradd Street, forming a critical portion of the City’s long‑term coastal flood protection system. The project will incorporate tide gates, public promenade, ADA‑compliant tie‑ins, pedestrian ramps, and nature‑based shoreline enhancements, while coordinating with adjacent City initiatives such as the Ashley River Crossing (ARC) and Ashley

River Walk (ARW). Construction rough order of magnitude costs are expected to be between

$150M and $250M.

POTENTIAL ACQUISITION STRATEGIES

USACE is considering several delivery methods and requests feedback on which strategy best suits the technical complexities of the segments listed above.

• Design-Build (DB) - A single contract for both design and construction services.

• Design-Build-to-Budget (DB2B) - DB approach where the design is optimized to meet a fixed project budget.

• Integrated Design & Construction (IDAC) - Independent design and construction contracts, with a collaborative approach involving the contractor early in the design phase to improve constructability.

• Design-Bid-Build (DBB) - Independent design and construction contracts using the traditional method where design is 100% complete before construction bidding.

Industry Input Requested: Please provide suggestions on which strategies (e.g., DB2B, IDAC, or traditional DB) would be most effective for the Adger’s Wharf or Lockwood Drive segments based on current market conditions.

SUBMISSION REQUIREMENTS

Interested firms are requested to provide the following information:

(1) Intent & Interest: A statement of your firm's intent to submit a proposal and which specific element(s) (Adger’s Wharf or Lockwood Drive) interest you.

(2) Firm Profile: Name, address, phone, POC, CAGE Code, and UEI number.

(3) Socio-Economic Status: Size of firm (Large or Small). If Small, specify categories (8(a), HUBZone, SDVOSB, WOSB, etc.).

(4) Bonding Capability: A brief statement of your firm's single and aggregate bonding capacity (a formal Surety Company letter is not required at this stage).

(5) Experience: Provide three (3) recent (within the last 10 years) and relevant examples of similar heavy civil construction projects where your firm acted as the Prime Contractor. Include contract numbers, locations, and brief descriptions of challenges/innovations.

(6) Engineering Capability (Adaptability): Please detail your firm's technical approach and institutional experience regarding adaptive capacity of flood protection structures. Your firm's submission should demonstrate capability in designing phased structures with overbuilt foundations capable of supporting the ultimate projected loads, increased hydrostatic pressures, and geometric requirements of future vertical extensions. Please discuss detailed interface strategies to ensure a high strength watertight bond between the baseline crest and the future vertical increment. Your firm's proposed methodology should clearly articulate how the design will eliminate prohibitive costs and technical risks associated with retrofitting subsurface structures in subsequent phases.

Responses are expected to outline rigorous lifecycle management and construction continuity protocols for all phased approaches. Please include discussion of your firm’s capacity to utilize advanced modeling to account for long term settlement and global stability under phased loading scenarios. Your firm's proposed construction methodology should detail the use of nonintrusive techniques to ensure the existing surge protection remains fully functional and uncompromised during phased upgrades. Please articulate how your firm's technical methodology culminates in a seamless integration of the new vertical extension into the broader barrier alignment.

(6) Strategy Feedback: Summarize your experience with DB, DB2B, or IDAC delivery methods. In addition to your firm’s experience, we ask that each firm make suggestions for which work elements would be best fit for the use of DB2B,IDAC, and other innovative strategies and why.

(7) Project Labor Agreements: Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations. Please summarize a response to the following questions:

a) Is your company familiar with Project Labor Agreement (PLA) and its use on construction projects?

b) Would your company likely submit a proposal for the construction solicitation that requires the use of a PLA?

c) If this project requires a PLA, would your proposed construction cost likely increase or decrease and what is the likely percentage of cost increase or decrease?

d) Does the requirement to use of a PLA on a construction project restrict competition?

e) Do you expect subcontractor resistance should you be required the use of a PLA on this construction solicitation?

f) Do you have additional comments regarding the use of a PLA for this project?
