About this file

This document is a justification for a brand name sole source determination related to Federal Solicitation Number W912EF23Q0015 for transformer repair parts from Hitachi/ABB and Powell to support generators at the Lower Granite Dam operated by the U.S. Army Corps of Engineers Walla Walla District. Critical transformer parts must be replaced with original equipment manufacturer parts due to compatibility concerns, as the existing Hitachi/ABB transformer plans are proprietary and alternative manufacturers would require reverse engineering without ensuring form, fit and function. Downtime for the generators, which support fish passage and power generation, costs up to $500,000 per day, creating an unacceptable technical and economic risk to use non-original equipment parts. Market research found no equivalent alternatives, and a sources sought notice resulted in two small business responses, allowing for expected price competition.

b. JUSTIFICATION:

The remaining transformers (TIB, TIC and T2 bank) are leaking and need overhaul parts. The HITACHI/ABB and Powell parts listed above are required since the existing parts have reached the end of their service life. The parts needed are critical and must be replaced in kind. The transformer plans are owned by HITACHI/ ABB and no other manufacturer can make the parts without reverse engineering them. Therefore, replacing critical parts in kind will remove unnecessary performance and compatibility risks, ultimately preventing additional costs and loss of production revenue.

c. IMPACT:

There is no way to accurately estimate unforeseen labor time and costs associated with using another manufacturer regarding form, fit, and function as the products would be new. If alternative, non-Brand specific products are purchased, it is unknown how much each transformer will need to be retrofitted to enable use of a different manufacturer's parts.

T l bank transformers service 4 generating units critical for adult fish passage, river total dissolved gas mitigation, and power generation. Outages of the named transformer(s), planned or otherwise, represent an extremely high-cost impact with the last similar outage costin

- in lost power generation revenue.

6. ALTERNATIVES: No reasonable alternatives to named products are available. If Lower Granite cannot purchase named parts there is no way to predict the quality and or reliability of those manufactured parts. Not knowing the source of the parts, as well as, going with a manufacturing that doesn't hold the prints for the Westinghouse transformer parts (propriety to Hitachi) adds additional time, costs, and risk to these transformer repairs. Powell and Hitachi/ABB (Brand named products) can provide known solutions and are replacing in kind items. Powell is replacing like items (bellows) and not replacing Hitachi/ABB products. The lost generation revenue can range up to- per day, per unit. An unplanned transformer outage can cost upwards o per day in lost revenue.

7. DETERMINATION OF FAIR AND REASONABLE COSTS: Price competition is expected due to multiple vendors carrying these brands. A price analysis will be completed after receipt of quotation on the basis of historical pricing and the IGE. No award will be made unless prices are determined fair and reasonable.

8. EFFORTS TO OBTAIN COMPETITION: A sources sought was completed and two eligible, small business responses were received. This shows there are multiple potential distributors and a reasonable expectation for price competition.

9. MARKET RESEARCH: Market Research shows HITACHI/ABB, and Powell brand name products are the only identified products compatible with the existing Generator Step Up (GSU) Transformers. There is no alternative available that is a direct replacement for the existing transformer overhaul parts. Purchasing an alternative p _art would likely require modifications and extend tight work windows.

TECHNICAL CERTIFICATION: I certify that the information supporting this single source determination is accurate and complete to the best of my knowledge based on the supporting data provided by technical or requirements personnel and my research.
