About this file

This justification and approval document supports a sole source acquisition of BEST brand locksets and Cormax cores for the General Instruction Building project at the U.S. Army War College in Carlisle, PA. The Department of the Army requires the brand name hardware to integrate with the existing Cormax keying system utilized across the Army War College campus for security and standardization. The project contractor, Manhattan Construction Company, was initially providing compatible but non-BEST locksets that were not compatible with the Cormax cores. The acquisition includes the installation of BEST locksets priced at approximately $ through a contract modification. A notice of intent to use brand names was posted on SAM.gov in October 2021, receiving one response identifying BEST catalog pricing.

Justification and Approval for Other than Full and Open Competition

1. Contracting Activity: Department of Army, United Stated Army Corps of Engineers Baltimore District, 2 Hopkins Plaza, Baltimore, MD 21201

2. Description of Action: The U.S. Army War College (Customer) requests that all project locksets are to be BEST (not BEST-compatible) with Cormax small-format interchangeable cores to ensure maximum security and compatibility with the existing U.S. Army War College keying system on the General Instruction Building (GIB) project thru the construction Contract Number W912DR20C0007. The Cormax cores are necessary for security and cohesiveness by and for the U.S. Army War College. This would result in a new mandatory change to the current construction contract. Military Construction Funds will be used for this action. The current government estimated direct material cost of the brand name components listed is . Total amount of upcoming modification as a result of this J&A is

, which already includes the credit for the currently used locksets and cores.

Contract Specification Section 08 71 00 paragraph 2.4.6, requires the contractor to “provide cylinders and cores for new locks, including locks provided under other sections of this specification. Provide cylinders and cores with seven pin tumblers. Provide cylinders from the products of one manufacturer and provide cores from the products of one manufacturer.” The Construction Contractor, Manhattan Construction Company (MCC), has initially selected PDQ locksets which are BEST-compatible and meet the Contract Specification requirements. The proposed PDQ lockset is not acceptable because the Cormax cores are not compatible with the PDQ locksets. The requirement is for Cormax cores, which are only compatible with BEST locksets.

3. Description of Supplies/Services: The project requires the use of Cormax small-format interchangeable cores to ensure maximum security and compatibility with the existing U.S. Army War College keying system. Since BEST brand name locksets (not BEST-compatible) are the only lockset compatible with Cormax cores, BEST locksets are also specified. A modification to the existing contract is required to install BEST locksets with Cormax interchangeable cores.

a. BEST Lock Locksets & Cormax Cores: These are the door hardware lock sets and cores required to be utilized throughout the U.S. Army War College Campus in order to comply and integrate with the current system utilized. Best Cormax is referred to as a Keying System by the manufacturer, Stanley Security Solutions. Best Cormax is described as a premier patented keying system that meets all the user’s needs for high security, key control, and convenience. The U.S. Army War College utilizes the Best Cormax keying system in both of their existing buildings and one of these buildings is being replaced by the new General Instruction Building. The keyways are unique to Cormax, which offers higher key duplication protection. Provide cylinders for new locks, including locks provided under other sections of this specification. Provide fully compatible cylinders with products of the BEST Lock Corporation with interchangeable cores which are removable by a special control key. Factory set the cores with seven pin tumblers using the A4 system and F keyway. Submit a core code sheet with the cores. Provide master keyed cores in one system for this project. Provide construction interchangeable cores. The current government estimated direct material cost of the brand name components listed is

4. Authority Cited:

The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited:

(a) Background: The current contract does not require brand specific hardware. However, the customer notified the project team of the brand specific requirement during a shared review of a construction submittal regarding the Door Hardware Schedule and Product Data per Contract Specification Section 08 71 00. The Customer informed the team that the contractor proposed lockset is not compatible with the Cormax cores, which are utilized on other U.S. Army War College Buildings since they are more secure than the other cores.

(b) Justification: It is critical and essential that the locksets and cores are compatible with the current U.S. Army War College Best Cormax keying system on the General Instruction Building (GIB). The Cormax cores are necessary in order for the lockset and cores at the GIB building to be compatible with the lockset and cores used at other U.S. Army War College buildings. Best Cormax utilizes a patented system with two independent locking mechanisms and a patented keying system that produces a higher level of key duplication protection thus providing a higher level of security. Without the Cormax cores, the end user would have to maintain to different systems. The facility maintenance and security staff does not have the capacity to maintain multiple keying systems. The execution of this change would significantly reduce impacts and disruptions to the U.S. Army War College.

(c) Alternatives: The alternative is to leave the contract as is and allow the construction contractor to install the BEST-Compatible PDQ locksets. However, this would result in performance and security issues to the U.S. Army War College operations and maintenance and will ultimately require replacement by the End User. There is not an alternative product that meets the security and standardization requirements of the current Best Cormax keying system used but the U.S.

Army War College.

(d) Impact: Not executing this modification would impact the security of the new facility. The U.S.

Army War College would have to maintain different locksets and cores and would ultimately have to replace the installed locksets and cores when they fail. This security concern and disruption could cause the end user to not be able to occupy the facility on time and would impact their mission.

6. Efforts to Obtain Competition: BEST locksets are required to be compatible with the requested Cormax cores. A notice of intent (NOI) to use brand name specifications was posted to SAM.gov on 19 October 2021. NOI Notice ID in SAM.gov was PANNAD-22-P-0000-000196. NOI closed on 05 November 2021. See Section 9 (Interested Sources) for further detail.

The initial requirement was competed as an unrestricted acquisition amongst interested vendors. Contract was awarded using a two-phase trade-off process.

7. Actions to Increase Competition: This J&A supports a discrete requirement that will end when the project is complete. Therefore, there are no planned actions to increase competition for the requirement covered by this J&A.

8. Market Research:

See Section 9 (Interested Sources)

9. Interested Sources: A notice of intent (NOI) to use brand name specifications was posted to SAM.gov on 19 October 2021. NOI Notice ID in SAM.gov was PANNAD-22-P-0000-000196. NOI closed on 05 November 2021. One (1) response was received from Sandy Bear Creek, Inc. on 05 November 2021.

The response received from Sandy Bear was not an identification of alternative locksets for cores. Instead, it was a response which provided the catalog for BEST locksets.

10. Other Facts

BEST Lock Locksets & Cormax Cores will be acquired by MCC according to current market pricing.
